To aid in the planning and execution of investment projects, The Norwegian Defence Estates Agency has established a technical advisory group (Technical Quality Group — TQG) and an architectural adviser group (Architectural Council). TQG and the Architectural Council are The Norwegian Defence Estates Agency's advisory organ in connection with project development and quality control of planned solutions.
TQG and The Architectural Council shall consist of a core group of professionals who have extremely good professional competence and long experience in their disciplines.
The core group in TQG shall consist of:
— Adviser TQG — Construction technique;
— Adviser TQG — HVAC technique;
— Adviser TQG — Electrotechnical;
The core group in The Architectural Council shall consist of:
— Adviser for architectural planning and development in early phase (Manager of the Architectural Council — separate notice and not part of this competition);
— Advisor to The Architectural Council — Architecture 1;
— Advisor to The Architectural Council — Architecture 2;
The Architectural Council and TQG hold monthly meetings at The Norwegian Defence Estates Agency's premises in Oslo, where relevant projects are presented and reviewed. In addition, The Architectural Council and TQG can engage in specific assignments down town or in the regions.
The framework agreement for Adviser for TQG — Electronic will be signed for 2 years. Other framework agreement will be signed for 4 years.

In some periods, both more and less than this suggestion must be anticipated. Supplementary advisory services are required to carry out a minor part of the stated scope.

The tenderer shall be a legally established company — Foreign tenderer must present documentation that the company is legally registered in the country of origin. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

The tenderer shall have the tax and duty payments in order — ‘Tax and VAT certificate’ (RF-1316). The certificate can be ordered via www.altinn.no The certificate must not be more than 6 months from the tender deadline.

Økonomisk og finansiell stilling:
The tenderer must be credit worthy — Credit rating of the tenderer must not be more than six months old when calculated from the expiry of the tender deadline. The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Teknisk og faglig kapasitet:
The tenderer (as a company) must have extremely good competence in the relevant discipline for the individual framework agreement that the application concerns.
1. A description of the tenderer's technical personnel for fulfilment of the contract. The description must state which disciplines and which professional resources the tenderer has at their disposal in the relevant disciplines for the framework agreement. Any national certifications that the tenderer has according to the Planning and Building Act are requested to be provided.

2. A list of the most important deliveries or services provided (limited to the last 3 years). The list should highlight the tenderer's role in the reference project, along with the value, dates and the name of the public or private recipient.

Assignments under the framework agreement will be settled according to the hourly rate that is offered in the competition for the framework agreement. See the tender documentation part II — annex 1 point 7.6-7.8.
Andre særlige vilkår:
The contract terms are in the tender documentation part II. NB: Provisions for safety in Annex 1, point 7.13 and requirement for prevailing wages and working conditions for workers in point 8.3.
