Framework agreement — Workshop services for the Norwegian Coastal Administration's vessels

Kystverket Rederi would like to enter into ‘Framework agreements for workshop services for the Norwegian Coastal Administration's vessels’. The framework agreements will be for 3 years, with an option for a further 2 years.
The framework agreements are for technical workshop services for the Norwegian Coastal Administration's 25 vessels. The assignments will include both periodical maintenance, main and between classification, axel track, minor alterations, modifications, repairs and other minor assignments.
In addition the Framework Agreement can be used for ad hoc assignments for breakdowns, etc.
The contracting authority reserves the right, however, to announce assignments outside the Framework Agreement; this will particularly apply to major alterations and modifications.

Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally registered company.
Company Registration Certificate from the Brønnøysund Register Centre. Documentation that the company is registered in a trade or company register as mandated in the legislation in the country where the tenderer is established, the documents must be translated to Norwegian by a certified body for carrying out such translations.

Tenderers are required to have paid their taxes and duties. Arrears in taxes and duties will result in rejection.
Norwegian companies shall enclose a tax, payroll tax and VAT certificate. The certificate can be ordered and obtained from Altinn. These certificates must be presented before the tender deadline and must be older than 6 months from the tender deadline. Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board. Foreign tenderers must provide equivalent certifications from the provider's home country. Documents should preferably be in Norwegian.

Credit assessment from an organisation licensed by the Data Protection Authority (Datatilsynet) to conduct credit assessment operations.
The assessment must be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 2 years.

The framework agreement period is 3 years, with option for further 2 years prolongation. Classifications take place at 5 years intervals and there are thus, special conditions that justify a somewhat longer contract period.

Objektive utvelgelseskriterier:
The Norwegian Coastal Administration will, via an assessment and ranking of the tenderers, select a minimum of 3 and a maximum of 5 tenderers within each vessel group and each geographical zone, cf. the table in chapter 1.3.4, who will be invited to submit a tender.
