Statsbygg [The Directorate of Public Construction and Property], c/o the Professional Resource Centre, Technical section, invites tenderers to an open tender competition for a framework agreement for electro consultancy services.
The professional resource centre is a division in Statsbygg and comprises several different professional units who provide professional consultancy services in Statsbygg's building and administration projects. In periods, The Technical Section (FT) has large quantities of work and therefore needs to gather external capacity. We therefore wish to enter into framework agreement with an electro consultant.

Hyppighet av kontraktene som skal tildeles:
The purpose of the framework agreement is to cover the needs of the projects when Statsbygg itself does not have the required capacity. The call-offs will vary in scope, content and progress, depending on the needs of the projects.
It is difficult to estimate the amount of assignments that will be ordered through the framework agreement, as this will, amongst other things, depend on the amount of projects, future grants and the manpower situation in the section.
The combined annual need is approx. 1.0-2.0 man labour years.
The framework agreement will be entered into for a period of one (1) year, Statsbygg has the right to extend the agreement for up to three (3) years (1 + 1 + 1 years).

The tenderer shall have a legally established contract and sufficient capacity.
— Company Registration Certificate;
— overview of the company's manpower (number of employees) that carry out assignments within relevant service categories.
Økonomisk og finansiell stilling:
The tenderer shall have sound financial implementation ability.
Credit rating report, (not older than 6 months), from Dun and Bradstreet, Lindorff Decision or equivalent publicly certified credit rating agency. The report shall include the accounts for the last year.
If there is no credit report, the tenderer may alternatively enclose accounting statements, with the auditor's report, for the last financial year.
Teknisk og faglig kapasitet:
The tenderer (company) shall have proper professional qualifications.
— brief description of the company's general competence.
Overview of 3 to 5 completed assignments with transfer value, completed in the last 5 years, particularly work for contractors or supervision of others. The overview shall give information about the assignment content, size of the contract and the time for implementation.
