The framework agreement is for the procurement of waste services for UDI's office buildings in various locations in the centre of Oslo. The service includes security shredding of documents.
A framework agreement shall be signed with 1 tenderer.
The contract shall also apply for, where appropriate and when the need occurs, an option for the procurement of waste containers for sorting stations and equivalent and the hire of mills/compressors, containers and equivalent for waste that is source sorted by the Contracting Authority.
The framework agreement is for 4 years with options for 1+1 years.

The framework agreement will be for 4 years with an option for an extension of 1 + 1 year.

The framework agreement also includes options for the procurement of containers and the hire of containers in the contract period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Requirement: Tenderers shall have their tax, payroll tax and VAT payments in order. Documentation requirement: The tax certificate shall not be older than 6 months calculated from the tender deadline. The tax certificate can be downloaded electronically from Altin, for further information see: www.skatteetaten.no

2) Requirement: Tenderers shall be a legally established company. Documentation requirement: Copy of Company Registration Certificate.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have assessed as having good credit worthiness. Documentation requirement: The requirement shall be documented with a solidity assessment/credit rating from a publicly certified credit rating company. The rating must provide information on credit worthiness, i.e. Bisnode rating ‘A’/‘Approved’ or ‘good credit worthiness’ or equivalent from another recognised credit rating company. The credit rating must contain key figures from the company's last financial year. The credit rating must not be older than 6 months from the tender deadline. Tenderers with a rating that is worse than ‘A’/‘Approved’/‘good credit worthiness’ will be rejected.

Teknisk og faglig kapasitet:

1) Requirement: Tenderers shall have good experience and sufficient competence to fulfil the delivery. Documentation requirement: Tenderers shall document experience from relevant deliveries/contracts with an equivalent extent and complexity in the last three (3) years, with references and a description from a minimum of three (3) equivalent contracts. The following information from equivalent contracts shall be presented: — The contracting authority and a contact person with a name, telephone number and email address — Duration of the assignment/contract — The size/value of the assignment/contract — Brief description of the assignment. The contracting authority shall be able to contact the listed contact persons for a reference check.

2) Requirement: A good and well-functioning quality assurance system is required for the services that shall be provided. Documentation requirement: Tenderers shall present documentation/certification of a quality assurance system in accordance with the ISO 9001:2008 standard, or equivalent management system and scheme.

3) Requirement: Completed matrix with minimum requirements. The matrix with minimum requirements and shall-requirements (S) stated in column D in the document Del 2_Bilag 1b_Minimumskrav, shall be filled in by the tenderer. All the shall-requirements must be confirmed with Yes before a tenderer can be qualified for participation in the tender competition.
