Hamar kommune

The procurement consists of collection, transport and treatment of waste from municipal
buildings and facilities in Hamar Kommune. This concerns i.a. schools, nursery schools,
health and care entities, administration buildings and other buildings/facilities.
The agreement includes a total of approximately 60 addresses of varying size. The scope is further described in an annex with addresses, number of entities, emptying and tonnage.
The framework agreement shall also cover periodical need for waste handling in
connection with renovation of the Contracting Authority's building. The need can change during
the contract period. The objective of the competition is to end up with one (1)
framework agreement with one tenderer, who can cover the Contracting Authority's need in
an expedient manner during the contract period. Municipal companies with the option to
join the agreement are listed in a separate section. The procurement is further described in
the tender documentation with annex.

Requirement of organisation: The tenderer is required to be a legally established company.

Documentation: Company registration certificate.

Requirements regarding wages and working conditions:

The tenderer and their sub-contractors and collaborating partners are required to have organised wages and working conditions.

Documentation Requirement: A signed self-declaration regarding wages and working conditions.

Økonomisk og finansiell stilling:

It is a requirement that the tenderer shall not have outstanding tax and VAT arrears.

Documentation Requirement: Certificate for tax and VAT (form RF-1244).

Tax and VAT certificate can be downloaded at altinn. It is also possible to order from the Chief Municipal Treasurer. The certificate must not be more than 6 months old, calculated from the tender deadline. The certificate shall not contain significant arrears.

The tender is required to have the economic capacity to carry out the assignment.

Documentation Requirement: — Credit rating.

The credit rating should as a minimum be 'Credit Worthy'' or equivalent. This also applies to newly established companies. The credit rating should be issued/carried out by a bank or certified credit institution and not be more than 6 months old.

Teknisk og faglig kapasitet:

Requirements of quality system.

The tenderer is required to be certified in accordance with ISO 9001 and ISO 14001 or equivalent.

Documentation Requirement: Copy of valid certificate or description of equivalent system.

Requirement of experience from equivalent assignments:

Experience and good references from at least three similar assignments during the past three years, are required. At least of one (1) of the references must be from a municipality.

Documentation Requirement: List in annex should be filled in with references from equivalent assignment. The list should be filled in with an overview of at least 3 equivalent deliveries.

References may be contacted to confirm the delivery and asked about satisfaction with the delivery. If the referees experience of the delivery is not satisfactory, the reference can be determined invalid.

For new companies that cannot fulfil the requirement regarding relevant assignments during the last 3 years, it is possible to present other documentation that confirms that the tenderer has the necessary competence and experience.

The Contracting Authority retains the right to request new references if so needed.
