Trøgstad municipality would like to facilitate connecting sewage to the municipal installations for scattered houses. A preliminary project has been prepared for a pilot area that is seen as suitable for a pressure sewage system (the preliminary project is attached as annex A1). Based on this, a framework agreement shall be signed with 1 supplier of villa stations. The estimated delivery is approx. 94 pumps in the pilot area, with an option for further deliveries to other areas in Trøgstad municipality if the pilot project is considered successful, the financial prerequisites are present and political approval is in place. Approx. 100 villa stations per annum are planned to be procured up until 2021.

Beskrivelse av opsjoner:
The pump stations shall be delivered with an option for sms notifications for operational errors/stoppages and a high level in the swamp. It is not yet clear whether the municipality shall use this part of the alarm system. We would therefore like to get prices as a part of the decision basis. The pump station shall, nevertheless, have an option for the future implementation of sms notifications.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company shall be legally registered.
Norwegian companies: Company registration certificate.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.
The company's tax affairs must be in order in relation to payment of tax and duties.
Norwegian companies: Tax and VAT certificate, both not older than 6 months from the deadline for receipt of tenders.
Foreign companies: Certificate issues by the relevant authority in the tenderer's home country.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to comply with the contractual obligations.
The public annual accounts for the last 3 accounting years. If the tenderer believes this does not provide the correct image of their economic capacity, this can be accounted for, possibly by supplementing with newer credit assessments/rating carried out by an officially approved credit rating institution.

Tenderers who plan to use sub-suppliers, that individually make up more than 10 % of the tender sum, shall enclose equivalent documentation from the relevant companies. In addition an overview shall be provided of all planned contracts, what they include (type of work, extent) and the name of the sub-supplier.

The Contracting Authority can obtain further documentation and assessments on the company's financial situation and use this in the qualification evaluation.
Teknisk og faglig kapasitet:
Tenderers shall:
— Have satisfactory competence and relevant experience in key personnel who are included in the assignment organisation, including engaged sub-suppliers;
— Have experience from relevant assignments in the last 3 years. Relevant assignments is to be understood here as assignments of the same size, complexity, number of pumps and assistance from tenderers for implementing projects, including engineering design services;

— Information on the education, relevant experience and professional qualifications of the tenderer's key personnel, e.g. CVs;
— Lists of relevant assignments that have been engineered/carried out in the last 3 years, in Norway, possibly Sweden and Denmark. Separate lists shall be presented for engineered and executed reference projects. The lists shall include information on the extent of the work and a reference person at the contracting authority/builder with contact information, consisting of an email address and telephone number.

— An account shall be provided of how the tenderer will ensure sufficient capacity for this assignment.
Tenderers shall have a quality assurance/management system that fulfil NS-ISO 9001:
— An account of the company's quality assurance/management system, or a copy of a system certificate for a quality management system issued by an accredited certification body.
Tenderers shall have an environmental management system that fulfils NS-ISO 14001:
— An account of the company's environmental management system, or a copy of a system certificate for an environmental management system issued by an accredited certification body.
