The procurement Framework Agreement Trade Services 2016 is divided into 3 parts and comprises the disciplines: a) carpentry and joinery work, b) floor laying, wallpapering, painting, tiling, etc. and c) external painting, etc.
Through this procurement, UEKF will enter into a framework agreement with tenderers for the different disciplines/trades mentioned. By using such contracts, UEKF would like to have easy and good access to trade services within these disciplines and to solve assignments in accordance with this with good quality and at the correct price. The framework agreement shall cover procurements of all normal trade services within these disciplines for improving and maintaining existing municipal buildings and municipal residences. The contracting authority estimates that the total extent for services requested here can between 500 000 NOK-2 000 000 NOK per annum. The extent can vary and the contracting authority will not be obligated to any specific volume in this contract. The contract is for 2 years, with a unilateral option for the contracting authority to an extension for a further 1+1 year.

Qualification requirement 1: Tenderers shall not have tax or VAT arrears. Documentation 1: Tax and VAT certificate. The certificate shall be updated and not older than 6 months calculated from the tender deadline. Such a certificate can be obtained from www.altinn.no

Qualification requirement 2: Tenderers are required to have a HSE system in the company. Documentation 2: Self-declaration confirming that the tenderer fulfils the statutory requirements in Norway for health, safety and the environment. A HSE self-declaration form is in annex 2.

Qualification requirement 3: Tenderers are required to have a legally established company. Documentation 3: A company registration certificate from the Brønnøysund Register Centre shall be enclosed with the tender.
Økonomisk og finansiell stilling:
Qualification requirement 4: Adequate finances are required to fulfil this contract, the minimum requirement is that the tenderer is credit worthy. Documentation 4: Credit assessment/rating, not older than 6 months calculated from the tender deadline, based on the last known accounting figures. The rating shall be carried out by a Norwegian publicly certified credit rating institution.

Teknisk og faglig kapasitet:
Qualification requirement 5: Experience: Experience is required from equivalent assignments/deliveries. Equivalent means framework agreements for ongoing maintenance, or experience from major assignments that shows that the tenderer is able to carry out the types of work included in the framework agreement. Documentation 5: A reference list is to be enclosed of the tenderer's most important contracts in the last 3 years that are relevant to the above requirement. The list shall state the date, customer, extent and contact person at the customer. References can be obtained as random checks or if there is a doubt as to whether the tenderer is qualified.

Qualification requirement 6: Capacity: Tenderers are required to have sufficient capacity to fulfil the assignments included in the contract. The minimum requirement is that tenderers have a minimum of 5 employees who can be used for the work that a tender is submitted for. This is so that quick assess is ensured to services and secure standby for emergencies.
