Framework agreement, technical consultancy services — municipal engineering

The competition is for a framework agreement for the procurement of technical consultancy services within municipal engineering.
Actual assignments can be:
* Detailed engineering design services for new foot/cycle paths/pavements, roads and car parks. Re-asphalting and improving existing asphalt after pipeline work.
* Detailed engineering design services for local traffic planning, obtaining plans for good traffic flow and management of traffic in accordance with the contracting authority.
* Detailed engineering design services for new water and sewage installations, such as pressure increasing stations, waste-water pump stations, pipeline ditches.
* Detailed engineering design services for the renovation of water and sewage pipelines with ‘NO DIG’ methods and traditional relaying of existing pipeline networks with excavation.
* Public transport facilities;
* District heating (street heating and snow removal installations).
* Dams and water systems.
* In depth knowledge of water and sewage process facilities.
The assignments can include the following activities:
* Case handling connected to the projects, notification to neighbours, holding engineering design meetings, keeping minutes, as well as communication with relevant authorities.
* Carrying out the necessary marking work for engineering design services, such as levelling and surveying. Engaging video photography of the pipeline network. Localising private service pipes.
There will be some work outside normal working hours in order to find subscribers at home.
* Obtain tender descriptions in accordance with the NS — Norwegian Standard within the requested areas in this framework agreement. Tenders shall be prepared in accordance with the public procurement regulations.
* Sending tenders, receiving tenders and checking calculations. Selecting and choosing contractors together with the contracting authority, participate in contract negotiations.
* Applications shall be prepared for complete building permits with the necessary documents for new facilities.
* Prepare digital work drawings, plan and profile, various cross sections and details M = 1:20, plan for provisional water supply, signage plans and rigging plan.
Tenderers are free to submit a tender for one, several or all the municipalities.
The contracting authority reserves the right to enter into a joint and/or parallel framework agreements for all/or some of the municipalities, or separate framework agreements with each municipality.
If parallel framework agreements are chosen, a contract will be signed with a minimum of 4 service providers per municipality, provided that there are a sufficient number of suitable tenderers and tenders.
The contracts will be valid for 2 years with an option for 1 + 1 year.
