Framework agreement for the procurement of technical consultancy services within municipal engineering for the municipalities of Bamble, Drangedal, Kragerø, Porsgrunn, Siljan and Skien.
17 municipal and intermunicipal companies and other public organisations have options for entering into the framework agreement.
The procurement is divided in 7 specialised fields: 1. Water and Sewage detailed engineering design for a pipe system with traditional excavation solutions. 2. Water and Sewage detailed engineering system of a pipe system with NO-DIG methods. 3. Water and sewage detailed engineering design of pump stations, pressure sewer systems, and booster systems for water supply. 4. Concrete works for an elevated basin. 5. A water and Sewage processing plant. 6. Road, detailed engineering design road construction, foot/cycle paths, parking and asphalt spreading works. 7. Dams and water systems.
Partial tenders for each specialised field for all of the 6 municipalities and companies with option, can be submitted. Up to 6 tenderers for each specialised field will be selected.
The framework agreement period is 2 years with option for prolongation of the agreement with 1 + 1 year.

Certificates for paid tax and duties:
Tax and VAT — certificate RF-1316, not older than 6 months, confirming that the tenderer has
paid their taxes, social security contributions and VAT.
The tax certificate can be obtained through Altinn, The Norwegian Tax Administration or the Municipal Treasurer's Office.
Økonomisk og finansiell stilling:
Financial ability to fulfil the contract: Tenderers will be required to have the financial ability to
implement the contract. Documentation requirement: The tenderer's complete annual accounts for the two
last fiscal years (i.e. profit and loss accounting, balance sheets, the board's annual report and
auditor's report). If the Tenderer has a valid reason for not submitting this
documentation, the Tenderer can substantiate his economic and financial position by presenting
any other documentation acceptable for GKI.
Teknisk og faglig kapasitet:
A quality assurance system
Tenderers are required to have a quality assurance system. The tenderer shall substantiate or submit
a description of the tenderer's quality assurance system.
An ISO certificate or another quality standard can be also enclosed.
