Framework agreement repair and maintenance outdoor lighting

Fredrikstad kommune (Fredrikstad municipality)

The framework agreement is for outdoor lighting, which is a part of the network owner's supply network, outdoor lighting installations supplied from municipal buildings, lighted tracks and lighting installations in other public areas that lie within the contracting authority's area of responsibility. Fredrikstad municipality operates and maintains lighting installations that are supplied from the distribution network from Hafslund Nett AS and Fredrikstad Nett.
General maintenance of the contracting authority's outdoor lighting. Outdoor lighting is understood to be street, footpaths, cycle paths, roads, parks and outdoor lighting connected to municipal
buildings, footpaths and lighted tracks, quays and wharf lighting and other places where the contracting authority owns and is responsible for outdoor lighting.
Troubleshooting and correcting outdoor lighting before the fuse/clamp to the street light fixture.
Troubleshooting and correcting the ignition system.
Assembly of new complete outdoor lighting where the contracting authority is the orderer.
Consultancy assistance within the discipline ‘street lighting/outdoor lighting’ in accordance with the contracting authority's needs for new establishments, renovation and certification of privately built installations before municipal take-over.
Measuring outdoor lighting, assembling meter cupboards.
Carrying out fungus and rot checks at installations.
In addition to the operation and maintenance, investments will be made for requirements connected to the AMS regulations and for a planned change to LED fittings.
Fredrikstad municipality has two network owners, Fredrikstad nett AS and Hafslund nett AS.
There is one network owner in Hvaler municipality, Fredrikstad Nett AS.
The aim of the procurement is to ensure stable operation of the contracting authority's street, road and outdoor lighting.
Stipulated annual procurement volume:
Fredrikstad municipality — approx. 8-10 000 000 NOK, investment resources for changing to LED fittings will be an additional approx. 8 000 000 NOK.
Hvaler municipality approx. 700 000 — 900 000 NOK.
The stipulated procurement volume is based on the contracting authority's historical procurement volume and the approved budget resources for this year. The stipulated procurement volume is not binding for the contract, but provides information on the stipulated procurement volume at the time of this notice. The procurement volume depends on political decisions and the available budget resources for each contract year.
