Framework agreement regarding electrical installation works and materials

Norsk Tipping AS

Norsk Tipping intends to enter into a framework agreement with one service provider of electrical services, materials and equipment in connection with continuous works such as installation, maintenance, reconstruction and renovation of the company's electrical systems and E-communication network. The works shall be executed in Norsk Tipping's buildings in Hamar, Norway
The installation works shall be executed in accordance with the prevailing laws and regulations. The works include i.a. installation, setting up data points, computer cabling, boards' thermography, lightning conductor control, maintenance of large protective gear, and possibly other regular maintenance, inspections and revisions in relation to the electrical installation.
Included in the agreement are also procurements of electro materials and equipment, and light sources.
The tenderer is required to have the the following competence, possibly by using sub-suppliers:
— Authorised electrical contractor
— Authorised for E-communication network.
— NEMKO approved thermographer.
— Welding and termination of fibre cables.
— Dali programming for lights.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

I. — Tenderers shall have their tax and VAT payments in order.

Documentation requirement:

— Norwegian companies: Tax certificate for tax and VAT.

Tax and VAT certificate is deliverd by the Tax Administration and can be ordered through Altinn.

— Foreign companies: Must provide certificates from equivalent authorities to the Norwegian ones. If the tenderer's authority do not issue these documents, the tenderer shall enclose a statement verifying payment of taxes and VAT. The statement shall be confirmed and signed by the company's Chief Financial Director and auditor.

The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

II. Tenderers shall be a legally established company

— Norwegian companies: Company Registration Certificate

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Iii. Satisfactory finances are required.

Documentation requirement:

— Income statement and balance with notes, as well as annual reports and the auditor's report for the recent 2 years. In addition, a cash flow statement is required for the companies that are obliged to provide this.

— Credit assessment/rating, not older than 6 months from the tender deadline.

— The last available quarterly accounts with the balance for the current year, if it is more than 6 months since the last annual accounts.

— Any other information of relevance to the company's fiscal figures.

Teknisk og faglig kapasitet:

IV. The tenderer shall have experience from a minimum of 3 equivalent framework agreements during the last 3 years.

Documentation requirement:

A description of the tenderer’s 3 most relevant framework agreements during the previous 3 years, preferably public contracting authorities such as municipalities, counties, etc.

The description must include information of the assignment's value, date and recipient. It is the tenderer's responsibility to document relevance through the description.

The references shall be stated in annex B. The references may also be addressed for obtaining information about the tenderer’s co-operation abilities and service implementation, stated in the contract award criterion “Quality.

V. The tenderer shall have sufficient implementation capability and capacity.

A brief account of the company’s history, a description of the organisation including number of employees, etc., company structure and ownership, as well as the name of the General Manager.

VI. Competence and authorisations at the tenderer’s disposal

The tenderer shall:

— be registered in DSB’s Electrical Enterprise Register

and have the following competence:

— Authorised electrical contractor

— E-communication certification

— NEMKO approved thermographer

— Welding and termination of fibre cables.

— Dali-programming

— Any other approvals

Will be controlled by the Contracting Authority:

A description of the company’s total, available expertise, qualifications and capacity for the contract’s subject areas; either provided by the company itself or by engaging sub-suppliers.

The following documentation requirement applies when sub-suppliers are engaged:

— Tenderers shall give an overview i of the sub suppliers and cooperation partners that can be relevant and that could be used, as well as an overview of their estimated contribution.

— Statement that the tenderer really has control of the resources that are offered from the sub-suppliers. Verified by presenting:

— a commitment statement or

— an agreement on long-term co-operation relation and any indication of the time aspect of the relationship.

— Norsk Tipping shall only relate to the tenderer, who will have the same responsibility for his sub-contractor's services as for his own.

— Norsk Tipping reserves the right to approve the choice of sub-contractors. Any financial requirements from sub suppliers or costs connected to this shall be borne by the supplier.

— A short description of the sub supplier(s)'s'organisation, company form and ownership structure, as well as the name of the general manager.

VII. Environmental management

Systems and procedures are required that ensure low environmental impact when performing the delivery.

A description of the tenderer’s environmental management system, or how environmental considerations are safeguarded at the work place in regard to waste management, transport, chemicals, chosen materials, etc.

VIII. Quality assurance

A good and well-functioning quality assurance system is required for the services that shall be provided.

Statement regarding the tenderer's quality assurance system/management system

or a Copy of the system certificate issued by an accredited certification body or equivalent documentation.

IX. The company shall be a certified apprenticeship scheme company and use apprentices for execution of the assignment whenever possible.

The company shall substantiate being an apprenticeship scheme company and state the number of apprentices in the company.
