The Municipal Undertaking for Educational Buildings and Property's projects are multifarious and various in relation to scope, duration and costs. The framework agreement shall cover the Contracting Authority's requirement for project management for the entire spectrum of projects. The requirement for project management services are related to construction projects at the Municipal Undertaking for Educational Buildings and Property's properties and other projects in connection with the Municipal Undertaking for Educational Buildings and Property's administration and operation of the properties, as well as internal projects. The majority of the projects (approx. nine out of ten) relates to construction projects.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Legally established enterprise: A certificate of company registration, or an equivalent certificate as determined by the laws of the country where the supplier is established, must be submitted.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last three financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.

If the tenderer, due to valid reasons, cannot prove his financial position in accordance with the above listed requirements, the Contracting Authority will evaluate other appropriate documentation.
Minste nivå(er) av standarder: Sufficient financial capacity to execute the contract.
Teknisk og faglig kapasitet:
— A list of the most important deliveries or services performed during the past 3 years, hereunder information about the value, time frame, and the name of the public or private recipients. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted. Information on education and professional qualifications of the supplier and the company's administrative leadership (competency matrix).

— A statement of the tenderer's average workforce and the number of employees in the administrative management in the last three years.
— Certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.
— The contracting authority will also accept other documentation as proof that the service provider has equivalent quality assurance measures.

— Sufficient capacity and the ability to handle the assignments included in the framework agreement
— The tenderer must document a satisfactory quality assurance system.
