Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1:
Tenderers are required to submit confirmation of paid tax, employer contribution and VAT. The confirmation must not be older than 6 months, calculated from the tender deadline. If there are arrears, these must be justified.
— A certificate of paid tax, employer contribution and VAT (RF-1316) that the Tenderer orders himself from Altinn. https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/
— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
Requirement 2: Tenderers are required to have a legally established company.
— Company registration certificate or registration certificates in professional registers as determined by legislation in the countries in which the Tenderer and/or sub-supplier(s) are established.
Økonomisk og finansiell stilling:
Requirement 3: Good solidity is required.
— Credit evaluation/rating, not older than six months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
— The contracting authority reserves the right to obtain a credit assessment/rating of the tenderer.
Teknisk og faglig kapasitet:
Requirement 4:
Good capacity is required.
— A description of relevant personnel that the Tenderer has at his disposal for fulfilment of the contract, whether they belong to the Tenderer or not (project managers, construction managers and SHA managers (KP and KU)).
— The requirement will be assessed in relation to the part or parts that the tender is submitted for (cf. point 2.3), so it is important to document personnel in relation to the tender.
— An overview of the company's total manpower with a statement of roles and responsibility.
Requirement 5:
Experience is required from equivalent assignments in the municipal sector for the part or parts (cf. point 2.3) of the assignment that a tender is being submitted for.
— A description of the Tenderer's relevant performed services in the last three years. Including information on the value, length and name of the Contracting Authority.
— Assignments where the company had equivalent experience shall be clearly marked.
Requirement 6: A good and well functioning quality assuarnce system is required (ISO 9000 or equivalent).
— A short description, or a table of contents of the tenderer's quality assurance system/management system.

— Copy of a system certificate issued by an accredited certification body or equivalent documentation (concerning services, and building and construction contracts).
