2 framework agreements shall be signed with up to 2 tenderers. I.e. 1 contract will be signed for PCs (laptop, stationary), thin clients and monitors and 1 contract for tablets (Windows, Android, iOS), hybrid PCs and OS X products.
In addition to Oslo municipality's entities, Lørenskog municipality has an option to join the contract.

Beskrivelse av opsjoner:
The contract will be valid for 1 year from when it is signed. The contract has an option for the contracting authority to extend the contract once or several times to up to 3 years. Maximum contract period is 4 years including options.
The part of the joint contract for OS X products will not apply for Utdanningsetaten (UDE). UDE currently has a framework agreement for Mac (OS X), which expires 15.7.16. UDE shall have an option to join the part of the joint contract for OS X products from 16.7.16. (UDE can also choose to hold a separate contest for OS X products). In order to make call-offs on the framework agreement, UDE must take up an option on the contract that will be valid for the same length as the original contract. The estimated volume of the option is approx. 3 500 000 NOK excluding VAT per annum for UDE. Skoleplattform Oslo currently has approx. 3 000 Macs. It will mainly be sixth form colleges that have media and communication studies that will use OS X products.

Lørenskog municipality shall have an option to join the contract. The option can be taken up at any time during the contract period. An option that is taken up will have the same validity as the joint contract. The option has an estimated value of 3 150 000 NOK, excluding VAT per annum for Lørenskog municipality. The estimate is only a guideline and is without obligation for the Contracting Authority.

Obligatory requirements:
— The tenderer tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
—Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Requirements linked to the service provider's organisational and legal position.
— The tenderer shall be a legally established company.
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

— The tenderer must have the economic capacity to carry out the assignment/contract.
Documentation requirement:
— The company's last Annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The Contracting Authority reserves the right to obtain credit appraisal on its own initiative.

Obligatory requirements:
— Experience is required from equivalent assignments with a large number of delivery points and similar total scope.
Documentation requirement:
— List of the most important deliveries or services performed during the past 3 years, including information on the value, date and the name of the public or private recipients.
— A quality assurance system is required to ensure that the tenderer is suitable to fulfil the contractual obligations for ethical requirements (see the joint contract's point 6.6 in annex 2A). This means that the tenderer has quality assurance methods that enable monitoring of compliance with ILO core conventions (ILO Convention Nos. 138 and 182 (prohibition of child labor), Nos. 29 and 105 (prohibition of forced labor / slavery), Nos. 100 and 111 (ban on discrimination) and numbers 87 and 98 (freedom of association and right to collective negotiations)).
