Gjesdal kommune (Gjesdal municipality)

Gjesdal municipality shall enter into a 2 + 1 + 1 year framework agreement for the procurement of plumbing services, including the delivery of the necessary service material.
The contract consists of the following:
— Services for the maintenance and repair of pipes and sanitary installations of all kind;
— Renovation and new installation of pipes and sanitary installations of all kind.
The Contracting Authority reserves the right to:
— Collect tenders in accordance with current regulations for projects/procurements with a value of 100 000 NOK, excluding VAT, or more.

The tenderer must be a legally established company.

Norwegian companies: Company Registration Certificate

Foreign tenderers: equivalent certificates as prescribed by the law of the country where the tenderer is established.

The contracting authority will collect this via Proff Forvalt Credit Information Company www.forvalt.no

The supplier is expected to have familiarised himself with recorded information about the company and on submitting the tender consents that this information will be obtained and form the basis of the assessment of the supplier's economic situation.

Tenderers therefore need not provide any of this, unless the situation below is applicable.

If the tenderer is familiar with the requirement to economic ability to execute the contract cannot be met via the credit information as specified above, this can be compensated for with a parent company guarantee or bank guarantee or other documentation that the Contracting Authority can approve.

Minste nivå(er) av standarder:

The minimum score acceptable is ‘satisfactory’ within two of the following criteria: liquidity, profitability and solvency, cf. Proff Forvalt ranking and/or minimum B3 on the analysis of the Probability of bankruptcy.

Teknisk og faglig kapasitet:

Overview of the provider's:

— Total staffing and administrative management;

— An overview of the provider's average workforce during the last 3 years.

An organisation plan and a list of total available competence must be attached the tender.

The tenderer must also provide documentation showing that he has:

1. Master certificate and certificate of apprenticeship for plumbing;

2. Valid Certificates/courses for heating installation works;

3. The right to accept responsibility, minimum class 2, for sanitary, heating and extinguishing installations. Or documentation verifying that the tenderer will obtain such approval.

Documentation: The tenderer shall attach a list of the principal relevant assignments the previous three years. The list must include information on the assignment, value, date and recipient (name of the customer). Including name and email address of the contact person for at least 3 of these. References must be contactable if there is a need to clarify the relevance of the assignment. However, it is the tenderer's responsibility to substantiate relevance through the description.

The supplier must have good ability to fulfil contracts and sufficient capacity to carry out agreements of this scope.

The company must have a number of employees corresponding to at least 3 positions.

The tenderer must be a certified company in accordance with the scope of this agreement.

The tenderer is required to satisfy that the at any given time valid laws and regulations applicable to the subject area.

The tenderer must have experience and from at least three deliveries of a similar level to that described in this competitive tender as regards the scope and relevance.
