Framework agreement plumbing services including materials

Sandefjord kommune (Sandefjord municipality)

Sandefjord, Andebu and Stokke municipalities shall establish a 4 year framework agreement (estimated start-up 1.1.2017), for plumbing services and sanitary equipment and parts that are used in the provision of the service. The framework agreement will apply for maintenance of the municipalities' blocks of flats, schools, buildings etc.
The estimated annual value of the entire contract is estimated to approx. 1 300 000 NOK — 1 700 000 NOK . The amount is encumbered with uncertainty and there is no guarantee for the annual turnover. The contracting authority will also carry out plumbing work themselves, in such cases the municipality shall be able to make call-offs on the contract for only sanitary equipment and parts
Procurements for more than 500 000 NOK excluding VAT, can be held outside the contract and announced as separate competitions.
The framework agreement is divided up into three — 3 - product groups (the number of suppliers per product group is in brackets):
Product group A — Sprinkler installations (1 supplier);
Product group B — Heating installations (1 supplier).
Product group C — Other plumbing services (3 suppliers (if possible)). The suppliers will be ranked in order of priority according to the award criteria (price), the contracting authority will first ask supplier no. 1, if this supplier cannot carry out the assignment, no. 2 will be asked etc. This applies for work with a value of less than 200 000 NOK excluding VAT. A written mini-competition will be held between the suppliers for work with a value of more than 200 000 NOK excluding VAT. This competition will be decided by a total assessment of the criteria price and response time.
Tenders can be submitted for one or several of the product groups, e.g. for only product group A or a tender for all of the product groups. A total of up to 5 tenderers can be chosen for the framework agreement.
From 1.1.2017 a ‘new’ Sandefjord municipality will be established when Stokke, Andebu and Sandefjord municipalities are merged. After the municipal merger 1.1.2017, the contract will be transferred to the new municipality.

Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Norwegian tenderers shall present a tax and VAT certificate by the tender deadline and it shall not be older than 6 months old, calculated form the tender deadline expiry date. The tenderer must not have substantial arrears. Any arrears must be justified separately. Foreign tenderers must submit proof that the company has fulfilled its obligations regarding the payment of social security contributions and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. A certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a "notarius publicus" or other competent authority in the home country.

Økonomisk og finansiell stilling:
Requirement 3: Tenderers are required to have adequate financial ability to fulfil the contract.
Documentation: Presentation of the company's annual accounts (the most recent annual report submitted to the Brønnøysund Register of Enterprises, incl. the auditor's report).
Teknisk og faglig kapasitet:
Requirement 4: The contracting authority requires that the tenderer fulfils the following requirements per product group that services shall be provided for:
— Professional qualifications — applies to all the product groups A, B and C:
1. Tenderers shall have a master certificate in plumbing;
2. Tenderers shall be responsible for the work carried out in the contract;
3. Tenderers shall have plumbers with certificates of apprenticeship/craft certificates;
4. Tenderers shall have attended a plumbing course in heating work.
— Professional qualifications — Product group A (sprinkler installations):
1. Tenderers shall be certified for work on sprinkler installations and fire extinguishing equipment, as well as the minimum for 1 of the employees.
— Professional qualifications — Product group B (heating installations):
1.Tenderers shall have experience with:
a. engineering design services for heating installations/cooling installations and industrial installations;
b. engineering design services for heat pumps and underfloor heating installations;
c. Control plant for heating installations.
2. Tenderers shall have professional competence within heating/cooling installations.
— Professional qualifications — Product group C (other plumbing services):
1. Tenderers shall have wet room certification.
2. Tenderers shall have experience and/or competence within legionella measures and water cleaning systems.
Documentation requirements — applies for product groups A, B and C:
1. Master certificate plumbing profession.
2. Relevant central certification in an adequate development class for the necessary disciplines, or documentation that states that the tenderer will get the necessary certification for the work that can be carried out.
3. Overview of plumbers who have competence, including certificates of apprenticeship/craft certificates. Documentation of certificates of apprenticeship must be presented if a contract is signed.
4. Documentation of completed courses in heating work for plumbers.
Documentation requirements — Product group A (sprinkler installations):
1. FG-certification (the insurance companies' certification committee) for work on sprinkler installations and fire extinguishing equipment for tenderers and at least 1 of the employees.
Documentation requirement — Product group B (heating installations):
1. List of the most important relevant deliveries in the last 3 years as regards:
— Engineering design services for heating installations/cooling installations and industrial installations;
— Engineering design services for heat pumps and underfloor heating installations;
— Control plants for heating installations.
Information is to be given on the value, date and recipient (name, telephone number and email address).
2. Documentation of professional competence within heating/cooling installations.
Documentation requirements — Product group C (other plumbing services):
1. Certificate in accordance with the wet room norm.
2. List of the most important relevant deliveries in the last 3 years as regards preventive legionella measures and water cleaning systems and/or competence (e.g. course certificates) within preventive legionella measures and water cleaning systems.
Requirement 5: The contracting authority requires that the tenderer is affiliated to a publicly certified apprentice scheme.
Documentation: Documentation that the tenderer is a certified apprentice company.
