Framework agreement plumbing services including materials

Sandefjord kommune (Sandefjord municipality)

Sandefjord, Andebu and Stokke municipalities shall establish a 4 year framework agreement (estimated start-up 1.1.2017), for plumbing services and sanitary equipment and parts that are used in the provision of the service. The framework agreement will apply for maintenance of the municipalities' blocks of flats, schools, buildings etc.
The estimated annual value of the entire contract is estimated to approx. 1 300 000 NOK — 1 700 000 NOK . The amount is encumbered with uncertainty and there is no guarantee for the annual turnover. The contracting authority will also carry out plumbing work themselves, in such cases the municipality shall be able to make call-offs on the contract for only sanitary equipment and parts
Procurements for more than 500 000 NOK excluding VAT, can be held outside the contract and announced as separate competitions.
The framework agreement is divided up into three — 3 - product groups (the number of suppliers per product group is in brackets):
Product group A — Sprinkler installations (1 supplier);
Product group B — Heating installations (1 supplier).
Product group C — Other plumbing services (3 suppliers (if possible)). The suppliers will be ranked in order of priority according to the award criteria (price), the contracting authority will first ask supplier no. 1, if this supplier cannot carry out the assignment, no. 2 will be asked etc. This applies for work with a value of less than 200 000 NOK excluding VAT. A written mini-competition will be held between the suppliers for work with a value of more than 200 000 NOK excluding VAT. This competition will be decided by a total assessment of the criteria price and response time.
Tenders can be submitted for one or several of the product groups, e.g. for only product group A or a tender for all of the product groups. A total of up to 5 tenderers can be chosen for the framework agreement.
From 1.1.2017 a ‘new’ Sandefjord municipality will be established when Stokke, Andebu and Sandefjord municipalities are merged. After the municipal merger 1.1.2017, the contract will be transferred to the new municipality.
