The framework agreement comprises the preparation of development plans with the accompanying municipal engineering plans in accordance with the municipality's requirement specifications and guidelines for the process and materials for preparing development plans. The framework agreement also covers the digitalisation of plans, various work for municipal and municipal sector plans and applications for plans. In addition the framework agreement can include the preparation of illustration plans/detailed engineering design services.

— The Contracting Authority requires that the tenderer has a legally established company.
Proof that the set requirements are met:
— Company Registration Certificate.
Økonomisk og finansiell stilling:
Tenderers must not be subject to bankruptcy proceedings or be the subject of debt negotiations. Tenderers must have sufficient financial capacity to fulfil the assignment.
Proof that the set requirements are met:
— Auditor confirmed profit and loss accounts for the last year. Newly established companies must enclose other relevant documentation that shows that the tenderer has the financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:
1. Tenderers (company) must have at least 5 years experience from planning work of a sufficient size and complexity, including:
— Development plans;
— Municipal engineering plans;
— Municipal plans;
— Municipal sector plans.
Proof that the set requirements are met:
— Documented by an overview and a description of the company's assignments where the tenderer has been responsible for preparing plans. It must be apparent what the tenderer's role was in the project, and the value of the this, as well as the size of the project.

2. Tenderers must have personnel who have competence and a place of work that enables them to take on assignments under the framework agreement.
— Overview of persons that the company can offer, who have qualifications and a place of work so that they can take on assignments under the framework agreement.
3. Tenderers shall have liability insurance, which fulfils the insurance requirements in NS 8402.
Documentation that the requirement is fulfilled:
— Presentation of an insurance certificate.
4. Tenderers are required to have a quality assurance system.
— Confirmation (self-declaration, preferably an enclosed copy of the front page and the table of contents of the system description/instructions) that the company has a quality assurance system/management system.
