Framework agreement, pest control and disinfestation

UDI requires pest control and disinfestation of all common vermin that, in accordance with experience, can occur both indoor and outdoor areas surrounding the asylum centres. UDI also requires disinfestation of black beetles and Cimex lectularius (bedbugs). The requested solution from the tenderer includes regular inspections in order to reduce the requirement for disinfestation of a larger scale.
The framework agreement shall primarily include the Reception Centre for Asylum Seekers in Østfold County, Råde municipality. The agreement shall also apply to other locations used by UDI. However, disinfestation shall in these cases only be in accordance with requirements.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have orderly conditions in relation to payment of tax, payroll tax and VAT. Documentation: Tax and VAT certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no. Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:
A solidity assessment/credit rating from an approved credit appraisal agency. The rating shall be based on the most recent known accounting figures. The key figures of the company must be presented together with an assessment of the tenderer's payment experience. The assessment shall not be older than 6 months from the tender deadline.

Minste nivå(er) av standarder:
Tenderers shall have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.
Teknisk og faglig kapasitet:
A description shall be given of the service provider's technical personnel that the service provider has at the disposal to comply with the contractual obligations.
A list with an overview of equivalent assignments during the previous 3 years. The list shall as a minimum contain: —The name of the client, —Contract value and scope, —Date of the assignment, —A short description of the assignment.
An account of relevant environmental management measures the tenderer can utilise. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
Minste nivå(er) av standarder:
The tenderer shall have the necessary capacity and competence to comply with the contractual obligations. Sufficient capacity is in this context defined as capacity to handle control and disinfection of vermin at the Reception Centre for Asylum Seekers in Østfold.
