Stortingets Administrasjon [The Storting's Administration]

Each year the Stortinget's Administration carries out a series of construction and renovation projects on the Stortinget's buildings. A contract shall thus be signed with one tenderer for painting and wallpapering work.
Stortinget's administration maintains and develops buildings with a combined area of 68 000 m2. In addition, it owns commuter residences (10 000 m2), mainly two and three room apartments in Oslo.
A large number of the buildings are listed, and building and renovation work for these buildings will have to be carried out in accordance with the antiquarian guidelines and in co-operation with Riksantikvaren [The Directorate for Cultural Heritage]. Tenderers shall have relevant expertise and experience in the field.
Please note that a significant amount of the construction work will occur in the assembly free period, i.e. in the period from 20 June up to and including 30 September each year. The tenderer who is awarded the contract must reckon on an immediate start-up after the contract has been signed.

Requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation:
Certificate for tax and VAT. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:
Requirement:
Satisfactory finances are required to carry out the assignment. The credit assessment shall be a rating (include a credit rating, part judgement and historical rating). The credit rating shall be carried out by a publicly certified credit institution.

The credit rating must not be lower than score A (creditworthy) or equivalent if a different form of score is used (assessment of figures). Tenderers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

Documentation:
Tenderers shall enclose a credit rating from a certified credit institution. The credit report shall be based on the last known accounting figures. The credit report shall not be older than 6 months, calculated from the tender deadline.
If it is not possible to obtain the above documentation, other relevant documentation can from the basis for the qualification assessment (a summary of the annual accounts for the last 3 years, including the auditor's report).

Teknisk og faglig kapasitet:
Requirement:
Tenderers shall have good capacity and suitable manpower for the assignment.
Documentation:
An overview shall be enclosed of the company's employees with a statement of the discipline and competence level (master certificate, certificate of apprenticeship, unskilled etc.)
In addition an overview shall be provided of how many persons in the company carry out assignments within work relevant for this framework agreement.
Individual CVs are not requested under this point.
Tenderers are required to have sufficient administration to organise and fulfil the assignment.
An account of how the tenderer will organise and carry out the assignment, as well as the ability and capacity to fulfil this assignment.
Any sub-suppliers that shall be used to fulfil the assignment shall be listed.
Tenderers are required to have very good experience from previous equivalent painting and wallpapering work to that included in this framework agreement, also including good experience with work on old buildings, e.g. listed or historical buildings in operation.

An overview shall be provided of the five most relevant assignments carried out by the tenderer (company) during the last 5 years. The following information must be given for each of the reference projects:
— Name of the contracting authority
— The project's name/assignment's name
— Size of the project and its content (description of the property/building, information on whether the work that was carried out was on a listed or historical building)
— What work was included in the contract (type of painting and wallpapering work, maintenance, renovation, newer or older buildings, listed or historical buildings, new builds etc.)
— Contract value
— Time of execution of the contract.
The supplier must have a sufficient quality assurance system.
A description of quality assurance methods shall be provided. Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2002 The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

The supplier is required to have an environmental focus.
Tenderers shall enclose documentation ensuring that the assignment will be implemented in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001, EMAS), a copy of the table of contents in the tenderer's environmental management system and a description of the system.
