Framework agreement on transport services in Nedre Glomma

The Contracting Authority wants to enter into a framework agreement for the procurement of transport services with taxis/minibuses in the Nedre Glomma region. The procurement applies all transport assignment connected to school transport and booked transport for which the Contracting Authority is responsible, between and to/from the municipalities of Sarpsborg, Fredrikstad, Hvaler and Råde.
The municipalities are responsible for organising school transport for school students that do not have the right to transport due to a long distance between home and school, but that are school students defined as traffic dangerous, or that the education is located other places than a nearby school. Such transport need is not included in this procurement.
Subsidy of the transport service occurs directly to the users who themselves order transport where, when and from which company they so desire. Transport assignments in this scheme are therefore not included as part of the procurement.
The contract is for primary transport assignments in and between the municipalities, but it can also include assignments to and from other regions or counties, both permanent and occasional assignments connected to school transport and for different booked routes or transport offers. Offer to or from the Nedre Glomma Region will be included as an option in the competition.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Certificate for Tax and VAT (RF-1316), which is not older than 6 months when calculated from the tender deadline expiry. The certificate can be ordered from Altinn.
Økonomisk og finansiell stilling:
As documentation, attach the last three completed Annual Financial Statement including notes and the board and auditor's statements. The contracting authority reserves the right to carry out a credit ratings of the applicant via a credit rating company.

If the tenderer of valid reasons cannot submit the documentation that the Contracting Authority has requested, they may prove their economic and financial position with any other document that has relevance to the applicant's economic and financial position.

For Norwegian tenderers, the Contracting Authority can take out a credit evaluation/credit rating report based on the last known fiscal figures.
Teknisk og faglig kapasitet:
A brief and general description shall be given of which resources the applicant has at their disposal in the requested services, software and equipment. The management, key persons or the company submitting a tender offer, must themselves have operated taxis or coaches as their main business in the last three years, or have had administrative responsibility for driving of taxis and coaches under contract in the last 3 years. CVs for the business, management and key personnel shall be submitted.

Tenderer shall describe their quality assurance system. If the tenderer's quality assurance system is described as for example ISO 9001 and ISO 14001 or equivalent third party verified systems, it is sufficient to submit copies of valid certificates.

The companies or those who shall do the driving shall have, by the start of the contract, a taxi licence or coach licence that covers the vehicle and the assignment.
In the tender offers it must be substantiated that the necessary licenses will be in place at the latest by start up, through submission of relevant licenses, or submission of documentation that substantiates that licences will be granted if the applicant is awarded the contract.

The number of vehicles and personnel shall be sufficient in regard to the share of the contract the tenderer is awarded the contract on, and it must be taken into account that transport assignments can increase or reduce during the agreement period. It is the tenderer's responsibility to ensure sufficient capacity to carry out the transport assignments.

An overview is to be enclosed of vehicles and employees that will be used at the time of the tender offer and a plan or agreement showing that capacity can increase if the tenderer is awarded several contracts. Describe how the tenderer shall ensure reserve capacity, if persons or vehicles are indisposed during the contract period or the number of transport assignments increases.

It is the tenderer's responsibility to ensure sufficient capacity to carry out the transport assignments. The Contracting Authority will therefore only carry out an overview evaluation of the tenderer's ability to have control of the necessary capacity.

Utførelsen av tjenesten er forbeholdt et bestemt yrke:
Only those who fulfil the terms for operating passenger transport, given in the regulations from 26.3.2003 no 401 on work transport by motor vehicle and vessel, may participate in the competition. The equivalent applies to any sub suppliers.
The taxi Centres and holders of resident permits in Østfold can submit tender offers on the transport assignments (Østfold county is one license district) as well as business operators and companies that fulfil or can fulfil the license requirements for passenger transport outside of routes (coach transport) or companies acting on behalf of such.
