The procurement applies all transport assignment connected to school transport and booked transport for which the Contracting Authority is responsible, between and to/from the municipalities of Sarpsborg, Fredrikstad, Hvaler and Råde. The municipalities are responsible for organising school transport for school students that do not have the right to transport due to a long distance between home and school, but that are school students defined as traffic dangerous, or that the education is located other places than a nearby school. Such transport need is not included in this procurement. Subsidy of the transport service occurs directly to the users who themselves order transport where, when and from which company they so desire. Transport assignments in this scheme are therefore not included as part of the procurement.
