The Norwegian Public Roads Administration (SVV) has been tasked with investigating technical solutions to replace all ferry services on E39 with fixed connections. Altogether there are 8 ferry services along the route, and 5 of these fjords are too broad and deep for traditional bridge and tunnel technology to be used. The framework agreement concerns all fjord crossings in the Western Region, that are part of the Ferry Free E39 project with sub-project Fjord Crossing. The project is tasked with developing concepts for safe and effective crossing of these. The Western Region is made up of the counties of Rogaland, Hordaland and Sogn of Fjordane.
The concepts that have been investigated to date fall primarily into 3 categories:
— Floating bridge on pontoons, with side anchoring or only with end-anchoring.
— Suspension bridge with one or more spans, including suspension bridge on floating, side or tension leg anchored foundations.
— Submerged floating tunnel, hereunder tension leg anchored or pontoon stabilised.
The concepts have different challenged, but commonly they are all very long, slim constructions, and with the exception of submerged floating tunnels, they have significant dynamic stress both from wind and waves. The dimensions will vary from fjord to fjord, and between concepts, but the typical bridge length is between 3 000 m and 5 000 m.
As part of the development work in the Fjord Crossing Project, SVV wants to execute a series of model experiments, connected with each individual concept on the relevant fjords. Towing tank and ocean basin testing will be necessary.
Framework agreements with be entered into with 3 tenderers.
