Statens vegvesen (The Norwegian Public Roads Administration)

The Norwegian Public Roads Administration uses campaigns as 1 of many measures, i.a. to improve traffic safety in Norway. With this agreement, the Contracting Authority wants to enter into framework agreements with an advertising agency, primarily for development and execution of traffic safety campaigns during the contract period.
The following assignments may be included in the procurement:
— Develop/further develop campaign strategy, plans, messages and creative expression;
— Production of materials adapted to a broad range of communications, for example digital surfaces, film, radio, print and signs;
— PR works;
— The tenderer should be able to offer qualitative and quantitative surveys in connection with development and evaluation of campaign material;
— The tenderer must be able to demonstrate good knowledge of theories connected to attitude, behaviour and influence.
Background:
The general objective of our campaign activity is to reduce the number of dead and seriously injured on the Norwegian road network. Increased knowledge, increased understanding and correct attitudes are important sub-goals to achieve this main objective.
NTP (National Transport Plan) 2014-2023 provides guidelines for which priorities are the basis for the campaign work during the planning period. ‘National Traffic Safety Campaigns have given good results, i.a. concerning Seatbelt use and speed. The transport agencies will therefore step up the work with traffic safety campaigns. To achieve maximum effect, the campaigns must be coordinated with other methods, for example inspections. The strategy of aiming for a few large national campaigns with a duration over several years, and with a sharp message, will be continued. Campaigns shall be priorities within areas where changes from undesired to desired behaviour can give significant reduction in the number of killed and seriously injured’ (NTP chapter 5.6.7, page 105).
The Norwegian Public Roads Administration uses the following definition on the campaign concept:
A campaign is an activity where several methods are taken in use to change the road-users behaviour, for example in a more traffic safe direction.

HSE self-declaration:
The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Økonomisk og finansiell stilling:
Annual financial statements for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report.
And;
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
The contracting authority reserves the right to obtain a credit rating of tenderers from the company Experian, if this is deemed necessary to provide further details/supplement the received information.
Minste nivå(er) av standarder:
Suppliers shall have sufficient financial capacity to fulfil the contract, amongst other things the following will be taken into consideration:
— The company must be credit worthy;
— The company must have positive equity.
Teknisk og faglig kapasitet:
The tenderer should have experience from assignments of relevant nature, scope and degree of difficulty in markets comparable to Norway. Tenderer shall document at least 1 large behaviour/attitude campaign, primarily of non-commercial character, preferably not from before 2013.

In the tender offer, documentation must also be enclosed from up to 3 relevant executed campaigns.
The documentation should contain the following information:
— Brief information and description of the assignment;
— Period of time;
— Contracting Authority;
— Which communications actions and measured were carried out;
— How the actions/the campaign are evaluated and the effect of this;
— Size of the assignment in NOK;
— Contact person at the Contracting Authority, including telephone number and e-mail address. It may be necessary to contact the person concerned.
Selection of the tenderers in point B2.5. The tenderer's documentation of this qualification criteria should enable the Contracting Authority to rank the tenderer. Emphasis will be placed on the quantity of relevant assignments (as described in the 1
