Framework agreement multi-functional printers

Statens legemiddelverk (The Norwegian Medicines Agency)

The Norwegian Medicines Agency invites tenderers to an open tender contest for the procurement/hire of 9 multi-functional printers with an option for the accompanying equipment and services.
A framework agreement shall be signed with 1 tenderer. The delivery will be a procurement for replacing the current printers.
The Norwegian Medicines Agency shall move its activities in med December 2016 to new offices and will use office areas over 4 floors with one printer room on each floor. There shall be 2 different multi-functional printers in each printer room. In addition there shall be one multi-functional printer in separate areas for lab.
The aim of this procurement is to procure these 9 multi-functional printers. The Norwegian Medicines Agency has approx. 270 employees that shall use the printers and the current printout volume is approx. 70 000 sides per month. The 9 multi-functional printers shall together cover this need.
The project's main aim is to enter into a leasing contract for 9 multi-functional printers with the accompanying service and maintenance, support and services. In addition there will be a need for smaller complementary procurements in the contract period.
The project's result:
The result of the project shall be that the Norwegian Medicines Agency has two appropriate multi-functional printers in each printer room with an additional one multi-functional printer in the lab areas, a total of 9 multi-functional printers.
The multi-functional printers shall be installed before the Norwegian Medicines Agency moves into the new premises in mid December 2016.

Requirement: The company shall not have arrears relating to the payment of taxes and duties to the government.
Documentation requirement:
1. Certificate of paid tax and VAT from the Municipal treasurer's office (Form RF-1244). The certificate must not be more than six months old calculated from the deadline for receipt of the application. Any arrears must be justified.

Requirements: The tenderer shall be a legally established company.
Norwegian companies: Company Registration Certificate
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers shall have the economic and financial capacity to fulfil the extent and obligations in the contract.
Tenderers shall be credit worthy, have satisfactory liquidity and a low bankruptcy risk.
Documentation requirement:
Credit Rating.
Minste nivå(er) av standarder:
Tenderers shall enclose a credit rating that is not older than 6 months from the tender deadline.
The minimum requirement is that the tenderer and any sub-suppliers shall have a ranking equivalent to A at a certified credit rating agency (e.g. AAA Soliditet AS, Dun & Bradstreet or equivalent).
Teknisk og faglig kapasitet:
Requirement: Good experience is required from equivalent deliveries of the same extent.
Documentation requirement:
List with a short description of three relevant deliveries in the last 2 years. The description must include a statement of the nature, scope and value, point in time and the name of the public or private contracting authority.

Regulations dated 8.2.2008 no 112 on wages and working conditions in public contracts applicable to the purchase of services or building and construction work that exceeds 1 600 000 NOK excluding VAT, cf. the regulations § 4. The regulations also apply for contracts that include both goods and services (mixed contracts) where the value of the relevant services exceeds 1 600 000 NOK excluding VAT. Tenderers and relevant sub-supplier(s) shall, when requested by the Contracting Authority, document the wages and working conditions of employees who contribute to fulfil the contract. The contracting authority reserves the right to carry out necessary sanctions if the tenderer or his sub-supplier(s) do not comply with the requirements for wages and working conditions.
