Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have the tax, employer contributions and VAT payments in order. Tax Certificate must not be older than 6 months from the deadline for receipt of tenders. — Tax certificate
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
The tenderer shall be a legally established enterprise:
— Norwegian companies: Company registration certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have the financial capacity to fulfil the assignment/contract — Credit assessment based on the last known accounting figures. The rating shall be carried out by a credit information company that has permission to handle personal information.

Teknisk og faglig kapasitet:
The tenderer shall have experience from a minimum of 3 similar contracts during the last 3 years. Description of the tenderer's 3 most relevant contracts during the last 3 years. The description must include the contract value, date and recipient (name, telephone no. and e-mail address). References must be contactable if necessary, to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description substantiating relevance.

The tenderer shall have good implementation ability and capacity. An account of the tenderer's average workforce during the last 3 years.
Organisation plan.
A good and well-functioning quality assurance system is required. A signed self-declaration for the quality assurance system.
If a tenderer has:
A copy of the system certificate issued by an accredited certification body or equivalent documentation.
The tenderer shall deliver all invoices and credit notes as E-invoices. Documentation that the tenderer has agreed to delivering e-invoices or that this will be in place by the signing of the contract.
