This is a framework agreement. The contract involves assistance for inspections (inspector services) of quality assurance systems, production and assembly of steel structures for bridges, ferry landings and other steel structures for the Norwegian Public Roads Administration. This includes spot checks of material certificates, procedures, workshop facilities, welding, geometry, surface treatment and final documentation in accordance with Process code 2 HB R762, including referred standards. The assignment also includes meetings and construction site visits. All regions can enter into the agreement. Testing of materials may also be relevant.

Tenderers shall have the professional, technical and financial foundation required for fulfilment of the contract.The Norwegian Public Roads Administration construct bridges and ferry landings where steel is a major part of the structure. Steel is also used for other purposes as a parts of roads and on older structures where maintenance measures are required. The production of these steel structures is mainly done in workshops and assembled at the construction site.The contract involves assistance for inspections (inspector services) of quality assurance systems, production and assembly of existing and new steel structures for bridges, ferry landings and other steel structures in the road network. This also includes damage analyses, material choices, welding and documentation. Material testing may also be relevant.The framework agreement period is 2 years from contract signing with option for extension of the agreement with a further 1+1 years.Requested delivery date and time will be agreed upon for each sub-assignment.All regions in the Norwegian Public Roads Administration may enter into this framework agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have the the legal foundation necessary to fulfil the contractual obligations. The tenderer must be registered in a company register as prescribed in the country where the tenderer is established. To be substantiated by presenting a Company Register Certificate (submitted with the tender in G10). The tenderer shall have the requisite professional capacity to fulfil the contract obligations.

The company's tax affairs must be in order in relation to payment of tax and duties. Tenderers shall enclose a tax and VAT certificate.
Norwegian companies: The certificate shall be as recent as possible and not older than 6 months old from the tender deadline. The certificate shall be issued by the Norwegian Tax Administration and it can be ordered in Altinn or at the tax collector or the Norwegian Tax Administration.

Foreign companies: In the case of foreign tenderers, certificates shall be presented which substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.

The company's annual accounts for the last 2 years, with the auditor's report (enclosed with the tender in Form G 9).

The tenderer shall have the requisite financial foundation to comply with the contractual obligations.
Teknisk og faglig kapasitet:
The tenderer shall have the requisite professional foundation necessary to comply with the contractual obligations.
List of the tenderer's completed assignments (enclosed with the tender using Form G4).
Minste nivå(er) av standarder:
The following qualification requirements (minimum requirements) are made for the service providers participating in the tender contest:
— The Senior inspector must have minimum 10 years experience, and certifications shall be attached;
— The welding/NDT inspector must have minimum 5 years experience and certification in accordance with NS 477 or NS 473/Nordtest Level 2 or equivalent, shall be attached;
— The Painting/Frosio inspector must have minimum 5 years experience and certification in accordance with FROSIO level 2 or equivalent, shall be attached;
— The tenderer shall substantiate that all employees at the supplier, and at any sub suppliers who directly contribute to fulfilment of the contract, shall have wage and work terms that are not worse than those in the nationwide tariff agreement, or what is otherwise seen as normal for the place and profession in question.
