Framework agreement for Window Cleaning for DSS

DSS wants to enter into an agreement on window cleaning.
The service includes window cleaning for DSS at the locations stated in Annex 1 to the contract, in accordance with the developed progress plan. It is possible that during the contract period changes will occur in regard to the ministries and/or DSS' premises and the tenderer must adapt to this.
The tenderer must be prepared that the scope of the agreement can be both larger or smaller than described in the tender documentation.
DSS wants an option that the premises of The Ministry of Climate and Environment, The Office of The Prime Minister, The Ministry of Defence, and The Office of the Attorney General should be able to be covered by the agreement.

Qualification requirements
Paid taxes and duties.
Documentation requirement:
— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Qualification requirements.
Tenderers should be certified and registered by the Norwegian Labour Inspection Authority in accordance with the Regulations on public certification of cleaning companies and the procurement of cleaning services dated 8.5.2012, no 408.
— Verification that the company is approved by The Norwegian Labour Inspection Authority.
Qualification requirements:
Legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.

Qualification requirements:
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:
Tenderers must have carried out at least 3 deliveries in the last three years with relevance for this assignment. Relevant deliveries means the execution of window cleaning assignments of approximately the same size as the present assignment, as described in Annex 1 of the contract.

— Reference list of the tenderer's deliveries in the last three years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the assignment and references. What has been delivered and the function the tenderer had in the assignment, must be stated.

Environmental management measures — to ensure compliance with the contract's relevant environmental requirements, the tenderer must have the necessary procedures and systems for the goods and services sought.
