Framework agreement for web development services

Direktoratet for arbeidstilsynet (The Norwegian Labour Inspection Authority)

The Norwegian Labour Inspection Authority would like, via this notice, to enter into a framework agreement with a tenderer for the development of the website arbeidstilsynet.no The first planned assignment under the framework agreement is the development of a new arbeidstilsynet.no starting autumn 2016.
A preliminary project was carried out in autumn 2015, which analysed the user needs and communication objectives. A content strategy was also prepared, which will form the basis for further work. The objective, target groups and some general strategic choices have, therefore, been established. This process also uncovered a need to review the Norwegian Labour Inspection Authority's graphical profile. The revision of the graphical profile will be a separate competition.
The work with the development of a new website for the Norwegian Labour Inspection Authority will be based on the work that was carried out in the preliminary project and it will run over the next phases: choice of publication system/CMS, information architecture, design process, development and testing.
The Norwegian Labour Inspection Authority would therefore like to join up with a tenderer who can carry out the entire web development process, including the choice of publication system and introductory content work to the ready developed and tested system:
1: Assistance with the choice of publication system/CMS,
2: Content and design phase:
— information architecture with some user testing;
— interaction design with simple user testing of prototype;
— completed graphical design;
— migration strategy,
3: Development phase:
— implement the website without content based on the completed design from the prior phase;
— set up side templates;
— site acceptance test;
— migrate content from the old website;
— acceptance test with the users;
— trial operation.
In addition to the development of arbeidstilsynet.no the following can also be included in the framework agreement:
— maintenance and updates;
— new functionality;
— development of regelhjelp.no
— new intranet for the Norwegian Labour Inspection Authority;
— integration with other websites that the Norwegian Labour Inspection Authority administers.
Tenderers shall not operate (host) the system.
