Framework agreement for the purchasing of painting, wallpaper and floor covering

Tromsø kommune (Tromsø municipality)

Tromsø kommune shall enter a new framework agreement for the purchase of painting, wallpaper, floor covering and related products.
The procurement shall cover the need for painting, wallpaper, floor covering and related products for daily maintenance of service locations. The procurement does not cover larger construction projects.
A contract will be signed with 1 tenderer. Tenderer must be able to deliver all of the requested products, see the price form, Annex 3.
Municipal companies and limited companies, cultural buildings, the Cultural Centre and municipal foundations will as needed be able to utilise the agreement, but are not obliged in the same manner as the municipal entities and services.
The expected purchase volume is estimated to be 900 000 NOK per year based on statistics of call-offs in 2015. It is understood that this amount is greatly dependant on the individual service locations' need and budget situation, as well as the municipality's investment program.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate for tax and VAT, respectively, not older than 6 months.
The tenderer must be a legally established company. Documentation: Company registration certificate.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment. Documentation: The tenderer's accounts for the last 2 years, as well as the turnover for the services included in the contract.
Teknisk og faglig kapasitet:
Tenderers shall have experience from comparable contracts. Documentation requirement: Reference list of comparable contracts in the last 3 years. The Contracting Authorities shall be specified with contact information so that references can be obtained. Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfil the contract.

Tenderers shall have a good and well-functioning quality assurance system for the services that shall be provided. Documentation requirement: An account of the tenderer's quality assurance system, or a copy of a system certificate.
The tenderer's employees shall have good and updated competence on the products that are included in the framework agreement. Documentation: Certification, documentation of courses, etc.
