Rogaland fylkeskommune (Rogaland County)

The municipalities Stavanger, Sandnes, Sola, Randaberg and Rogaland County, henceforth referred to as the contracting authority, invites to an open tender contest for a Framework agreement for the purchase, repairs, filters and service ventilation systems.
The contracting authority will chose one supplier for each of the various parts. The contracting authority is not a legal entity. The municipalities use joint tender documentation, but will enter into separate contracts with the winning contractor and shall be considered as 5 separate contracting authorities with different delivery and invoicing addresses.

Due to a large geographical dispersion of the contracting authorities' public buildings, the framework agreement shall be divided in sub-agreements. Tenderers may submit tenders for one or more lots.

Certificates of registration in professional registers as determined by legislation in the countries in which the tenderers are established.

The service provider shall have settled financial conditions and financial capacity to carry out the contract, and shall as a minimum achieve a rating as creditworthy. Documentation: Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. Tenderers who have not had accounts in recent years will be rejected unless a pledge is presented for a bank guarantee of such a size that it can be used as security for fulfilment of the contract. Manpower for this assignment (organisational chart) with names and CVs of the key personnel who will carry out the assignment (applies to service contracts, building and construction contracts)

The company's most important assignments over the last 3 years, including their values, dates and recipients (applies to goods and services contracts)

Copy of the system certificate issued by an accredited certification body or equivalent documentation (concerning services, and building and construction contracts)

The tenderer shall alone, or together with sub-providers substantiate that at least 2 equivalent assignments have been delivered and operated. The reference assignments shall be equivalent in relation to the scope and content of services of this assignment which are further described in the tender documents. As documentation the tenderer shall present a list of the principal relevant assignments during the previous 3 years, including information of the values and recipients (names of clients). Based on the list the tenderer shall state names and e-mail addresses to contact persons at the 2 most relevant references. The references will only be contacted if required. The tenderer must have central certification enterprise class 2 or substantiate that local certification enterprise class 2 can be achieved. The tenderer must enclose a master certificate or documentation of equivalent competence (equivalent competence will be considered by the contracting authority).
