Framework agreement for the purchase of white goods, brown goods and small electrical appliances

Drammen kommune [Drammen municipality]

The Contracting Authority wants tender offers on brown goods and white goods and small electrical appliances for use by the municipality's entities and companies. The agreement shall include all purchasing of products of equivalent nature to those specified in the Products Form.
The products in the tender documentation are organised into four (4) categories, which are reflected in the product form:
1. White goods. White goods means i.a. stoves, ovens, hobs, fridges, freezers, washing machines, dryers, microwave ovens and dishwashers.
2. Brown goods. Brown goods means i.a. TV devices, DVD players and CD players.
3. Small electrical appliances. Home and household products.
4. Services. Here, services means assembly, installation, return of old equipment, return of wrongly ordered goods or other forms of services connected with the product delivery.
The product form includes a professional washing machine with a 12 kg capacity, which will be used primarily in nursery schools, and a dishwasher with an 85 degree Celsius disinfection programme. The remaining products are regular household machines.
Product range:
It is estimated that the products in the product form are equivalent to approx. 90 % of the anticipated need in the product categories covered by the procurement. The remaining need is low volume products with a broad range of product type. The Contracting Authority intends to incorporate these products as needed. See also point 3.3 in the Product Range requirement.
A contract will be signed with one (1) tenderer.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Certificate for tax and VAT. Requirement: Tenderer must comply with tax laws and regulations. The tenderer is required to submit a certificate for tax and VAT. The certificate shall not be older than six months, from the tender deadline. Documentation for this must be submitted with the tender in the form of a certificate for paid tax and VAT issued by either the Tax Collector or Tax Office.

Økonomisk og finansiell stilling:
Credit rating Requirement: Tenderers are required to financial solidity with a minimum rating of A in accordance with an assessment made by the credit information agency Bisnode CreditPro AS. Companies that cannot be credit rated shall document accounting figures that show good credit worthiness and sufficient financial ability to fulfil the contract. Documentation: proof that the stated requirements are met: The Contracting Authority obtains credit reports through the web-based credit information system Bisnode CreditPro. The report contains, amongst other things, the auditor's report, negative payment remarks, accounts and rating history, and it shall be based on the last known accounting figures. If the tenderer cannot be credit rated, approved accounting figures from the last two years shall be enclosed with the tender.

The tenderer shall be a legally established company. Requirement: Documentation thereof must be submitted the tender in the form of a Company Registration Certificate not older than six months from the deadline for receipt of tenders. Foreign companies can instead enclose an equivalent certificate as legislated by the country where the tenderer is registered as a company.

Teknisk og faglig kapasitet:
Tenderer's experience and competence. Requirement: Experience is required from equivalent assignments during the last three years. Tenderers should describe at least two deliveries of similar scope to customers similar to the Contracting Authority. Tenderers shall provide a reference list with contact information for customers who can confirm the information.
