The delivery comprises tablet PCs, hybrid PCs and OS X products. Two framework agreements shall be signed with up to 2 tenderers. I.E. 1 agreement will be signed for tablet PCs and hybrid PCs and 1 agreement for OS X products.
Award criteria:
Tablet PCs and Hybrid PCs: The award shall occur based on which tender offer is the most economically advantageous, assessed based on the criteria and weighting specified in the tender documentation.
OS X Products: The award shall occur exclusively on which tender offer has the lowest price.

Obligatory requirements:
— The tenderer tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
—Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Requirements linked to the service provider's organisational and legal position.
— The tenderer shall be a legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Obligatory requirements:
— The tenderer must have the economic capacity to carry out the assignment/contract.
Documentation requirement:
— The company's last Annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The Contracting Authority reserves the right to obtain credit appraisal on its own initiative.

Obligatory requirements:
— Experience is required from assignments with a large number of delivery locations and similar total scope.
Documentation requirement:
— List of the most important deliveries or services performed during the past 3 years, including information on the value, date and the name of the public or private recipients.
— A quality assurance system is required to ensure that the tenderer is suitable to fulfil the contractual obligations for ethical requirements (see the joint contract's point 6.6 in annex 2A). This means that the tenderer has quality assurance methods that enable monitoring of compliance with ILO core conventions (ILO Convention Nos. 138 and 182 (prohibition of child labour), Nos. 29 and 105 (prohibition of forced labour / slavery), Nos. 100 and 111 (ban on discrimination) and numbers 87 and 98 (freedom of association and right to collective negotiations)).
