Kort beskrivelse:

The objective of the framework agreement is to solve the Contracting Authority's requirement for planning, engineering design/detail engineering design, zoning, consultancy, preparation and quality assurance of the tender documents, construction management and architect/landscape architect services for the subject areas water/sewage, transport and communication as well as planning/building. It may also be relevant to implement measures on bridges and road structures. The listing of subject areas is not exhaustive.

The Contracting Authority is free to separate smaller assignments and/or superior plans into individual tender contests. The Contracting Authority makes these decisions.

The Contracting Authority intends to enter into a contract with a maximum of 3 providers that will be prioritised as No 1, No 2 and etc.

Each provider is expected to acquire local knowledge about Moss and Rygge municipalities without costs for the 2 municipalities.

Call-off mechanism:

The main rule of call-offs is that they are implemented in accordance with a prioritised list, which means that provider No 1 gets the assignment 1

The Contracting Authority reserves the right to use mini-tender contests where the priority list is being released, in those cases where the Contracting Authority requires it, for the sake of the procurement's size, complexity or where the Contracting Authority, due to other considerations, deems it most appropriate. The contract award criteria in mini-tender contests are: price, assignment comprehension, the offered quality and delivery time.

Egnethet til å utøve yrkesvirksomheten:

Tenderers shall have submitted their tax, payroll tax and VAT assessments. Documented by: A tax and VAT certificate. The certificate shall not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates must be provided for them as well.

The tenderers shall be a legally established company: Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

The tenderer is obliged to have wages and working conditions for their own employees and hired persons that as a minimum fulfils the requirements in accordance with the Working Environment Act and the at any given time valid nationwide tariff agreement for the relevant industry. The tenderer is further obliged to continue these provisions in contracts with any sub-contractors. Documented by: A self-declaration on wage and work terms. See the attached template.

The tenderer's management and employees and any sub-contractors shall have high ethical standards and professional business conduct. Documentation: A self-declaration of ethical requirements. See the attached template.

Økonomisk og finansiell stilling:

The tenderer (firm) must be creditworthy. Documented by: An extended credit rating/report, not older than 3 months, from a publicly certified credit company, which includes a credit rating of the tenderer, typically given by a letter or short text, as well as an explanation thereof. The report shall be based on the last known accounting figures. The rating shall, at a minimum, be equivalent to credit worthy.

The tenderer must have the financial capacity to carry out the assignment/contract. Documented by: The company's most recent annual report, including any new information of relevance to the company's fiscal figures.

Teknisk og faglig kapasitet:

Experience is required from contracts of similar size and complexity. Documented by information on the 3 largest equivalent deliveries within the last 3 years. Documentation must also be provided of good experience from equivalent assignments with a copy of/link to equivalent work results/reports, which will give the basis for the expected quality of the tenderer's delivery.

Documented Norwegian capability is required, both written and oral, for both workers and management, as work shall be carried out on critical infrastructure. Documented by: A self-declaration.

Tenderers shall have a quality assurance system. Documented by: A statement on the tenderer's quality assurance system/quality management system or a copy of the system certificate issued by the accredited certification bodies or equivalent documentation.
