Framework agreement for the purchase of HVAC consultancy services

Rogaland fylkeskommune (Rogaland County)

HVAC consultancy services shall be purchased. This is a parallel framework agreement, with up to 5 tenderers. The agreement applies for the whole of Rogaland. The tenderers will be ranked based on the evaluation. The tenderer who ranks highest will be contacted 1. The tenderer is entitled to withdraw from the assignment if they do not have the opportunity and capacity to execute the assignment. The next tenderer on the list will then be asked to take the assignment.

K 01 Tax certificate — Requirement — Tenderers are not to have significant tax arrears, or an approved repayment plan is to be in existence. Documented by: Tax certificate. The certificate must not be more than 6 months old from the deadline for receipt of the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

K 02 VAT certificate — Requirement: Tenderers are not to have significant VAT arrears or an approved repayment plan is to be presented. Documented by: The VAT certificate must not be more than 6 months old from the deadline for receipt of the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.

Økonomisk og finansiell stilling:

K 05 — Credit rating — Requirement: The tenderer shall have the financial ability to fulfil the contract. Documentation: The contracting authority will obtain a credit rating from Experian. The tenderer must achieve a minimum rating of ‘creditworthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Teknisk og faglig kapasitet:

K 06 — Experience. Requirement: Experience from a minimum of 3 equivalent assignments. Documentation of excellent implementation ability is required. Documentation: A list of the principal deliveries or provided services the previous 3 years. The list shall contain a brief description of the assignment, the scope/value of the delivery, date and name of the customer and a short description, telephone No, email address and name of the customer's contact person.
