Statsbygg, c/o the department Professional Resource Centre (F), the Finance and Analysis Section (FØ), hereby invites tenderers to an open tender competition on framework agreements for construction finance consultancy services.
The professional resource centre is a department at Statsbygg and comprises several different professional units who provide consultancy services for Statsbygg's projects.
FØ is subject and method responsible for cost calculations/estimating of the Directorate of Public Construction and Property's projects, including uncertainty analyses and life cycle analyses. FØ is responsible for the preparation of proposals for cost forecasts, program estimates and the management and cost frameworks for the projects, as well as the verification of the frameworks in the implementation phase.
In periods, The Finance and Analyses Section has large work quantities and therefore needs to gather external capacity. In order to increase the capacity and obtain special expertise, we wish to enter into framework agreement in construction finance/calculation.

The objective of the framework agreement is to take peak loads in professional division so that The Finance and Analyses Section can at all times provide satisfactory assistance to the Directorate of Public Construction and Property's areas of activity. The contracted party will be engaged to carry out assignments that would normally be executed by employees of the section. The contracted party is obliged in their work to abide by and deliver in accordance to the Directorate of Public Construction and Property's framework for estimation (process, templates etc.).All assignments will be paid in accordance with spent time and in accordance with the agreement's hourly rates within time and costs frames agreed upon when orders are made.Description of the works which shall be carried out by the contracted party will be given when each individual assignment is awarded. For some assignments it may be relevant for the contracted party to work in the Directorate of Public Construction and Property's premises. It is to be expected that meetings, and in some cases execution of whole or parts of the assignment will be carried out at the Directorate of Public Construction and Property's premises. Travel costs are not covered for meetings and travel to and from the Directorate of Public Construction and Property's premises.A framework agreement will be entered into with one company.

It is difficult to estimate the scope of the assignments that will be ordered under the framework agreements, as it depends i.a. on considerations such as future funding and the future staffing situation. The total annual need can be approx. 2-3 man labour years.

When a need arises, The Directorate of Public Construction and Property Management will direct the query for assistance in accordance with the agreement. It is understood that one of the offered persons shall be made available.
The framework agreement will be entered into for a period of 2 years, with the contracting authority having the right to extend the agreement for up to 2 years (1 year + 1 year).

The Directorate of Public Construction and Property reserves the right to carry out a credit evaluation of all tenderers.

— With the use of the attached template, state assignments carried out during the last two years, along with their comparative value — especially work for general contractors or control of others.
