Framework agreement for the procurement of telecom services and related services for DSS

Departementenes sikkerhets- og serviceorganisasjon, DSS [The Norwegian Government Security and Service Organisation]

DSS currently has a telephony contract with an existing provider for landline and mobile telephony. The existing contract expires in April 2017 and DSS would like to use this procurement to sign a new framework agreement with a tenderer for the provision of telephony services.
Telephony is an important work tool for DSS and the other entities in the joint ministries. There are high requirements for security, quality and service availability, both for normal daily use and in times of crisis and stand-by. DSS has, thus, a need to enter into a new contract with a tenderer who can provide secure and stable access to the mobile and landline network.
The procurement of mobile terminals and landline telephones with the relevant accessories is not included in this contract.
The agreement must give flexibility in connection to changes of costs resulting from changes in user patterns and service scope.
Further specifications of the functional requirements will be in the tender documentation.

4.1 Mandatory documentation requirements.
Qualification Requirement:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment. Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority, confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county.

4.2 Legal position
— Legally established enterprise. Documentation requirement:
— Company registration certificate or other documentation stating that the above requirement is fulfilled.

4.3 Economic and financial capacity.
Qualification Requirement:
— Adequate economic and financial capacity to carry out the delivery, in which amongst other things, being creditworthy without the requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
4.4 Technical and professional qualifications of the supplier.
Qualification Requirement:
1. Excellent execution ability is required.
2. Significant experience from similar deliveries is required.
3. A good, well-functioning quality assurance system is required.
4. Tenderers shall substantiate that the company has implemented and maintains an environment management system.
5. Tenderers shall present a self-declaration verifying that there is no price cooperation with other providers. Information shall be provided as to whether the tenderer is about to be buy or be bought opp by other companies.
Minste nivå(er) av standarder:
1. Description of the supplier's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's general relevant expertise shall be given. Persons that will be offered should not be specified, and CVs should not be supplied.

2. The tenderer's most important deliveries in the last 3 years, including a description of the assignment, its value, date and recipients.

3. An account of the company's quality assurance system and any certificates issued by independent bodies.

4. An account of the tenderer's environmental expertise and procedures that document that the requirement is met. If a tenderer is certified in accordance with ISO 9001 or equivalent 3rd party verified system, it is sufficient to enclose a valid certificate.

Beskrivelse av opsjoner:
DSS is the contract party. In addition the contract will apply for the ministries who would like to join the contract. A description of these is in the attached documentation. Other entities in the joint ministries, including the Prime Minister's Office (SMK), the Office of the Attorney General, the Ministry of Defence and NORAD, shall have an option to join all or parts of this contract at any time in the contract or option period, on the same terms as for DSS.

The contract is for two years. In addition the contracting authority has an option to extend the contract for a further on year at a time twice, so that the maximum length of the framework agreement is four years.
