Framework agreement for the procurement of service design competence

Direktoratet for forvaltning og IKT (Difi) (The Agency for Public Management and Government)

Difi manages the ‘Innovation Commitment — with the user at the centre’ on behalf of the Ministry of Local Government and Modernisation. The aim is to stimulate government entities to use innovative methods to develop uniform and cost efficient services of good quality. The scheme has a limit of 5 000 000 NOK this year and probably 5 000 000 NOK in 2017.
Difi shall procure competence within the scheme for carrying out innovation projects in and between government sectors.
The competence shall contribute to the development of uniform services that are better for the users and that give an appropriate use of resources for the management. Our experience is that the service design can, preferably, be seen in connection with profit realisation and change management in order to ensure uniform development.
We would like tenders from tenderers with competence within the following disciplines:
Service design;
Benefit realisation;
Change management.
The ambition is to get experience and contribute to good systems quickly. Difi's strategy is to enter into framework agreements with good service providers in the market. These will function as a pool where Difi, via mini-competitions, will connect service providers and government projects that together can provide the desired results. The scheme shall contribute to raising competence and building experience both in the government and at service providers. Competence transfer will be included as an important point in the mini-competitions.

Egnethet til å utøve yrkesvirksomheten:

Tax and VAT certificate — Requirement: The tenderer must have submitted tax statements and paid tax, payroll tax and VAT. Documentation: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial strength to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Requirement: Tenderers shall enclose a credit rating. The credit report shall be based on the last known accounting figures. This credit report must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly certified credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenderers with a score lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered. Recently established Providers shall not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures). Recently established service providers can present a bank guarantee as proof of credit worthiness.

Teknisk og faglig kapasitet:

Requirement: Professional milieu with formal design competence. Documentation requirement: We do not want to see complete CVs. We would like a short and precise description of the tenderer's professional design milieu and the key person'education and formal competence.

Requirement: Knowledge on change management. Documentation requirement: A short description of the tenderer's competence and methods within change management.

Requirement: Knowledge of benefit realisation. Documentation requirement: A short description of the tenderer's competence and methods within benefit realisation.

Requirement: Experience from service development in the public sector. Documentation requirement: A short description of a minimum of 2, maximum 4 relevant service development projects that the tenderer has carried out in the last 3 years. Describe the target picture, roles and results in each project. Enclose information on a contact person in a public entity for each project.

Requirement: Experience from innovation work. Documentation requirement: A short description of a minimum of 2, maximum 4 relevant service development projects that the tenderer has carried out in the last 3 years. The projects can be the same as those that document experience from the public sector, but they do not need to be from the public sector. Describe the target picture, roles and results in each project. Enclose information on a contact person.
