The Ministry of Defence (FD) and underlying departments (together called the Contracting Authority), invite tenderers to a competition for a framework agreement for legal services. The FD's underlying departments are the Norwegian Defence, the Norwegian Defence Estates Agency, the Norwegian Defence Material Supplies, the Norwegian Defence and Research Establishment and the Norwegian National Security Authority.

Tenderers are required not to have tax or VAT arrears:

Tenderers are required to have a legally established company:

— Company registration certificate.

Økonomisk og finansiell stilling:

Very good solidity is required:

—The company's most recent annual report and recent information of relevance to the company's financial figures. ‘Annual report’ means the report that Norweigan companies send to the Brønnøysund Register Centre.

—The Ministry of Defence will obtain financial figures and a credit rating, which will be provided by a credit rating company.

Teknisk og faglig kapasitet:

Requirement 1. Very good implementational ability is required, including minimum 80 employees with a legal university degree/masters in law or equivalent.

—An overview of the company's employees with legal university degrees/masters in law.

—A description shall be provided of the Tenderer's organisation, company form, ownership structure and area of activity.

Requirement 2. Competence and considerable experience are required from assignments within the disciplines shown in point 4, experience with assisting the public sector and experience with international work.

—An overview of one relevant assignment from each discipline, including its value, date and recipient. The name and e-mail address of a contact person must be given for each relevant project.

Requirement 3. A responsible partner and at least 2 team members are to be offered within each discipline, with competence within the discipline and an activated lawyer licence (articled clerks can be included in the teams in addition).

—An overview of the offered team and its members, together with CVs for each member.

—Documentation of activated licences must be not given, but must be presented upon request.

Requirement 4. A very good and efficient quality assurance system is required.

—Statement of the company's methods for quality assurance/quality control in order to ensure that the assignment is implemented in the best possible and expedient manner.

Requirement 5. Tenderers must not have client relationships that will lead to long lasting and/or frequent conflicts of interest that will be significant for the Tenderer's ability to provide ongoing legal assistance. — An account of any conflict situations and border situations that can occur.
