The contracting authority would like to enter into a framework agreement for intensive care incubators, both open and closed incubators. The intention of the framework agreement is that the contracting authority would like to replace the existing incubators and standardise the equipment. The incubators shall be delivered completed, ready assembled and ready for use.
Procurements of intensive care incubators are expected in the contract period, including the option period of 1+1 year, from Helse Bergen HF, Helse Fonna HF and Helse Førde HF.
— Helse Bergen HF: 2 per annum, total 8 in the contract period.
— Helse Fonna HF: total 4 in the contract period.
— Helse Førde HF: total 3 in the contract period.
See Annex 1 — Price Form for further information on the amounts. The number of incubators given in the tender documentation is only a guideline for the price evaluation and is not binding.
Generally non-integrated equipment must be adapted to the equipment, for the alternative types where parts of the equipment are separated from the incubator (e.g. light treatment equipment).
Intended use:
The incubators shall be used at the Child and Youth Clinic, the Newborn Intensive Care Department at Haukeland University Hospital and possibly equivalent departments in Helse Førde and Helse Fonna.
— Closed incubators shall be used for newborns with a birth weight from 400 grams to 3 000 grams.
— Open incubators shall be used for intensive care treatment of newborns.

Beskrivelse av opsjoner:
The contracting authority shall have an option to expand the contract with the following services:
1. Service contract for service level 1.
2. Service contract for service level 2.
3. Service contract for service level 3.
The options must be taken up in writing, at the latest by the end of the guarantee period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
A. Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations:
Certificate for tax and for VAT. Issued by the Norwegian Tax Administration. The certificate shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information. The certificates shall not show significant arrears. The certificate must not be more than 6 months from the deadline for receipt of tenders.

B. Tenderers are required to be a legally established company.
The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
A. The supplier must have the financial capacity to fulfil the assignment/contract.
Credit evaluation/rating, not older than six months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating institution.
We reserve the right to obtain a credit rating on our own initiative from a reputable rating company. Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied.

In such cases, this can be compensated by providing alternative documentation together with the tender.
— Latest annual financial statement with notes including auditors certificate.
— Income statement and balance for the last six months if it is more than six months since the last annual financial statement.
— Tenderers are free to substantiate their economic and financial position by any other document, including, for example, by a parent company guarantee.
Teknisk og faglig kapasitet:
A. Tenderers are required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of such performance as encompassed by the competition for major public departments/companies or to major private corporations.

Tenderers shall enclose a list of the most important relevant deliveries and services performed in the last 3 years, including information on the value, date, and recipients. Certificates issued or verified by the Contracting Authority can be attached. Part 1 Annex C shall also give a summary of relevant references in the last 3 years.

B. Tenderers shall have good implementation ability/capacity.
Tenderers shall enclose a description of their technical personnel or technical units they have at their disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

C. Tenderers must have a well-functioning quality assurance system for the services that shall be provided.
If the routines described in the Tenderer's quality assurance /or quality control system are in accordance with ISO standards or equivalent third party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
