Framework agreements shall be entered into for the Procurement Cooperation for the Hadeland municipalities. The assignment can cover all types of services within architect services.
The framework agreements shall apply for Gran, Lunner and Jevnaker municipalities. The framework agreement shall be valid for 2 years with an option for an extension for 1 year at a time to a total length of maximum 4 years.

The municipalities expect to have development projects in the contract period of varying sizes and complexity, including new buildings, additions/extensions, alterations, renovations etc.The extent of the work is not defined, but the framework agreement shall generally apply for the procurement of services covered by the assignment. The assignments can be minor assignments for a few hours, or assignments that last for a longer period. The contracting authority reserves the right to vary the commitment as needed and manage this in the orders for each assignment, hereafter called call-off.Architect services for major projects, or projects where there will be a need for special capacity/competence/experience, or where indicated by other relevant conditions, can be announced separately. The contracting authority will decide whether the size of the assignment or the assignment's nature indicates that the assignment is to announced separately. The contracting authority shall have the right, but not an obligation, to announce separate competitions as mentioned in this section. The contracting authority shall be able, in this discipline, to use sub-consultants at the contracting authority's architect. This can be relevant, amongst other things, when it is deemed as most appropriate for the execution of the assignment where architect services are the main assignment.The building types can be nursing homes, sheltered accommodation, housing for rent, schools, nurseries and administrative buildings. There can also be a need for architect services for cultural historical buildings, arts buildings and sports buildings.

Tenderers shall have their tax and VAT payments in order.

Documentation requirement:

— Tax certificate (Tax certificate for tax issued by the tax collector/municipal cashier (form RF-1244)) no more than 6 months old.

— VAT Certificate (Certificate for paid VAT issued by the Tax Officer (form RF-1244)) which is no more than 6 months old.

Tax and VAT certificates can be downloaded electronically from Altinn (www.altinn.no).

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

2. Tenderers shall fulfil the wages and working conditions requirements for their employees in accordance with the regulations dated 2008-02-08 no 112 on wages and working conditions in public contracts.

— Declaration on wages and working conditions.

3. The tenderer shall be a legally established company.

— Norwegian companies: Company Registration Certificate;

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established;

— Overview of the company form, organisation, ownership structure and shareholders.

4. The management, employees and tenderer shall have high ethical standards and professional business conduct.

—Self-declaration on ethical requirements.

Økonomisk og finansiell stilling:

— Annual financial statements for the last 3 years including the board's annual report and the auditor's statement. If for valid reasons a tenderer is unable to submit the documentation requested by the Contracting Authority, the tenderer may prove his economic and financial standing with any other document that the Contracting Authority is able to accept.

— The Contracting Authority can, if needed, also obtain a credit assessment from a certified credit assessment company in order to assess the tenderer's financial capacity. A credit assessment shall at a minimum document good credit worthiness.

Minste nivå(er) av standarder: The tenderer must have the financial capacity to implement the contract.
Teknisk og faglig kapasitet:

1. — List of the most important recent deliveries i the last 3 years, including information on their value, date, the name of the public and/or private recipients, the size of the projects, what concrete work tasks were carried out in the different assignments etc.

2. — Overview of the company's total workforce.

o The overview must document that the tenderer as a minimum has 4 qualified consultants (level: graduate architect/masters in architecture) who can carry out assignments under the framework agreement.

o A commitment statement must be enclosed from any sub-suppliers.

3. The documentation shall be given in one of the following ways:

— An account of the tenderer's quality assurance system/management system;

— If the procedures are described in the company's quality assurance or environment management system in accordance with ISO 9001 or 14001 or an equivalent 3rd party verified system, it is sufficient to enclose a valid certificate on this.

Minste nivå(er) av standarder:

1. Tenderers shall have experience with engineering design services for welfare buildings such as old peoples homes/nursing homes and sheltered accommodation, as well as schools and nurseries. Experience with similar or equivalent buildings within the different building types mentioned above will also be seen as fulfilment of the requirement.

2. Tenderers shall have satisfactory capacity and competence to carry out the assignment.

3. A good and well-functioning quality assurance system is required for the services that will be provided.
