Framework agreement for the procurement and delivery of fuel

The aim of the procurement is to enter into a framework agreement with 1 supplier for the procurement and delivery of fuel for the agency's vehicles, machines and equipment.
VAV has a continual need for fuel for the agency's vehicles, equipment and machines.
The need will mostly be bulk deliveries and some procurements at pumps. Fuel from pumps is necessary in order to ensure that the agency's vehicles and machines always have available fuel (diesel, tax-free diesel and petrol). We would like to enter into a contract with 1 supplier who can deliver fossil free fuel for all or parts of the fuel deliveries.
In addition the agency also has a need to procure engine oil, windscreen wiper fluid, ADblue, light-bulbs and windscreen wipers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
Norwegian companies: Company Registration Certificate;
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax Certificate for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must have sufficient financial capacity to carry out the assignment/contract.
The company's last 3 available annual Financial Statements including notes, the Board's Annual Reports and the Audit Reports, including recent information of relevance to the company's fiscal numbers and a credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The credit rating shall be carried out by a publicly certified credit rating institution. The credit assessment date is requested to be visible in the document.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Teknisk og faglig kapasitet:
Tenderers must have a good implementational ability.
Documentation requirement:
A description of the tenderer's technical personnel or technical units the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.
An organisation chart can be enclosed as a part of the description.
Tenderers shall have a well-functioning quality assurance system for the products and services that will be provided.
Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent.
The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum a general description of the system's content must be provided.

The need will mostly be bulk deliveries and some procurements at pumps. Fuel from pumps is required for ensuring the operation of the agency's vehicles and machines in order to ensure delivery of requested fuel in case the agency's own tank plant fails.
