Framework agreement for the hire of a super suction/vacuum loader and suction/flushing vehicle

Avdeling for teknisk beredsakp (ATB) (The Department of Technical Preparedness) needs to enter into a framework agreement with 1 tenderer for the hire of a super suction/vacuum loader and a suction/flushing vehicle. The bulk of the hiring will be: super suction/vacuum loader.
The estimated number of hours for hiring the vehicles is approx. 1 600 hours per annum, of which approx. 1 400 hours per annum are expected to be for the super suction/vacuum loader.
The tenderers that shall participate in the competition must have at their disposal a minimum of two (2) super suction/vacuum loaders and one (1) suction/flushing vehicle, i.e. the offered vehicles or equivalent are accessible during the evaluation period (from submission of the tender off until the contract is signed).
The vehicles shall be tested for functional attributes and fulfilment of the stated environmental requirements during the competition. All hired vehicles must at least fulfil the requirement for motor classification Euro 5 or better.

Beskrivelse av opsjoner:
The contract is a framework agreement of 2 years from September 2016 until September 2018. The contracting authority has the option to extend the contract for a further 1 + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
Norwegian companies: Company Registration Certificate;
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax Certificate for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must have the financial capacity to carry out the contract.
The company's last 3 annual Financial Statements including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers;
and;
A credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The credit rating shall be carried out by a publicly certified credit rating institution.
The credit assessment date is requested to be visible in the document.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Teknisk og faglig kapasitet:
Good implementation ability is required.
Documentation requirement:
An account of the machines that the tenderer can use for fulfilment of the contract.
Tenderers shall have a good and well functioning quality assurance system.
Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent.
The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
