Framework agreement for the delivery of plastic foil adhesive sheets for test plates for vehicles

The Norwegian Public Roads Administration, the Directorate of Roads, would like to enter into a framework agreement for the delivery of
plastic foil adhesive sheets for vehicles. The contract shall include the production and distribution of
plastic foil adhesive sheets for vehicles.
The volume will always depend on the need for test plates. We expect the volume to be
relatively constant, see point D.2.7.
The contract period is two years with an option for an extension of 1 + 1 year, so that the total possible
contract period is 4 years.
The total estimated contract value is 1 200 000 NOK excluding VAT.
A contract will be signed with one tenderer for this procurement.

Qualification requirement: Tenderers shall substantiate that the company is a legal established company.

Documentation requirement: This shall be substantiated by presenting a company registration certificate or possibly certificates of registration in a trade register as mandated in the law in the country where the tenderer is established. The certificate must be no older than twelve months. For foreign tenderers the certificate shall, as a minimum, verify who has the authority to enter into binding agreements.

— Annual Financial Statements for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report.

— The contracting authority will obtain a credit assessment of the tenderer from the company Experian. This credit assessment will be part of the evaluation of the tenderer's financial and economic capacity.

Minste nivå(er) av standarder: The tenderer must have the financial capacity to implement the contract.
Teknisk og faglig kapasitet:

List of relevant deliveries and services performed in the past three years, including information on the value, time, and the name of the public or private recipients. A minimum of three reference contracts should be accounted for.

Tenderers shall have competence and experience within the relevant delivery and shall have carried out assignments of an equivalent nature, complexity and degree of difficulty.
