The Directorate of Public Construction and Propery shall enter into a framework agreement with 1 (one) provider. The aim of the contract is to ensure that the Directorate of Public Construction and Property's properties are maintained and followed-up, so that the condition of the buildings and properties does not deteriorate and values are maintained. The contracting authority intends to have one company with good competence and sufficient capacity to carry out ongoing and planned assignments at the property.This contract is for the care and maintenance of the park and landscape areas by the Eidsvoll Building.

The tenderer will be responsible for the areas always having a standard that is in accordance with the quality requirements in the requirement specifications.
There will be requirements for a maximum response time of 2 working days for any additional work, from the time the tenderer receives the order until the work is started.
The Directorate of Public Construction and Property can engage other suppliers to help if the fixed maintenance is not up to the required quality, or if there is a lack of capacity. In such cases the tenderer will be charged for any extra costs that are incurred by the Directorate of Public Construction and Property.

The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.
Tenderer is required to have good financial implementation ability.
Tenderer shall provide a credit rating from an approved credit rating agency including the entire report with three years' financial statements and auditor report.
Credit rating, maximum 3 months old.
The Directorate of Public Construction and Property retains the right to obtain their own credit rating.
A Master Certificate
Tenderers (the company) are required to have personnel with master certificates in site gardening.
Documentation shall be submitted confirming that the company has personnel with master certificates in site gardening.
B Certified tree surgeon
All assessments, care and felling of trees shall be carried out by certified tree surgeons. Certification in accordance with ETW, ISA or equivalent is required. The Directorate of Public Construction and Property shall approve any sub-suppliers.
Documentation shall be submitted confirming that the certification requirement for tree surgeons is fulfilled.
C Experience with the care of historical green areas
Tenderers (the company) are required to have good experience with the care of historical green areas with a transferable value to the Eidsvoll Building.
C Reference projects for the care of historical green areas.
Descriptions shall be provided, on maximum 1 page per reference project, for a maximum of three projects.
The following information must be given for each of the reference projects:
— Description of the care provided.
— Description of the site, its historical value and size.
— Name of the contracting authority.
— Date of execution.
— How the reference project has a transferable value for the assignment.
D Experience with buildings in historical green areas.
Tenderers are required (as a company) to have good experience with carrying out building measures in historical green areas with a transferable value to the Eidsvoll Building.

— The project's size in m² and cost.
— Type of project.
— Description of the site's historical value.
