Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax certificates not older than 6 months calculated from the tender deadline. A Tax Certificate is defined as:
For Norwegian tenderers:
A tax and VAT certificate issued by the tax collection office.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The tenderer must be a legally established company.
Norwegian tenderers:
Company Registration Certificate.
Foreign tenderers:
Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer's completed and approved annual accounts for 2014 and 2015, including notes and the board and auditor reports. If a tenderer has a different accounting year, the last two determined annual accounts shall be submitted.
The Contracting Authority reserves the right to carry out a credit assessment from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Minste nivå(er) av standarder:
Tenderers shall have sufficient financial strength to comply with the contractual obligations.
Teknisk og faglig kapasitet:
Tenderers shall give a short description of their company. The description is to include:
Business idea;
Core competence;
History;
Organisation;
Ownership conditions;
Current activities;
Routines and systems for quality assurance.
Description of relevant assignments/customer relationships in the last three years. As a minimum the descriptions ought to include the following information:
Name of the customer and the project/projects.
The contract's/assignment's extent (economic value for the tenderer, possibly extent in hours).
Name and contact information of a reference person.
What tasks the tenderer performed.
Which disciplines the tenderer was responsible for.
Development class
Description of the personnel that the tenderer can use within the disciplines covered by the framework agreement. The description ought, as a minimum, to include the number of employees divided between disciplines, job category, education and number of years relevant experience.

Central certification or a self-declaration on the right to be responsible from the tenderer (written declaration confirming that the tenderer fulfils the described requirement).

The tenderer must have adequate implementation ability.
The following also applies for the framework agreement for technical consultancy services except architect services:
Tenderers shall have good experience as a total supplier of technical consultancy services from assignments/customer relationships in the last three years.
Tenderers shall have very good and broad experience from engineering design and consultancy assignments for sports centres in the last three years. ‘Broad’ experience means that the tenderer must have experience with different types of sports centres, both indoors and outdoors, and experience within the most relevant disciplines.

Tenderers shall have good experience from engineering design and consultancy assignments for teaching buildings in the last three years.
Tenderers shall have good capacity within the disciplines included in the framework agreement.
Tenderers shall fulfil the requirements to declare the right to be responsible for engineering design assignments for development class 3 within the disciplines covered by the framework agreement, see the Building Application Regulations (SAK10) chapters 9, 10, 11 and 13.

For the framework agreement for architect services etc. the following applies:
Tenderers shall have good experience within the disciplines covered by the framework agreement.
Tenderers shall have very good and broad experience from assignments for sports centres. ‘Broad’ experience means that the tenderer must have experience with different types of sports centres.
Tenderers shall have good experience from assignments for teaching buildings.
Tenderers shall fulfil the requirements to declare the right to be responsible for assignments as responsible applicant for architectural design for development class 3, see the Building Application Regulation (SAK10) chapter 9, 10, 11 and 13.
