Omsorgsbygg Oslo KF [Oslo municipality, the Municipal Undertaking for Social Service Buildings]

Omsorgsbygg has garage doors (and other doors), particularly at nursing homes, fire stations, large and new nurseries, as well as other individual buildings. So that these technical installations shall have the expected function time and in order to avoid operational stoppages, regular inspections of the installations ought to be made.
The aim of the framework agreement is to carry out periodic follow-up of all such installations.
The contracting authority's properties have been mapped. The overview shows that Omsorgsbygg has 24 properties with a total of 78 doors with a need for a service contract. The doors are mostly found in the stand-by departments' buildings, but there are also some at nursing homes.
59 of the doors require 2 service visits per annum. The remaining 19 require one visit. This gives a total of 137 visits per annum.
In addition there can be some maintenance work for the framework agreement supplier.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: The service provider shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification Requirement: The tenderer shall have their tax and VAT payments in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Qualification requirement: The tenderer must have the economic capacity to carry out the assignment/contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit assessments.
Teknisk og faglig kapasitet:
Qualification requirement: Tenderers shall have a good and well-functioning quality assurance system.
Documentation requirement: An account of the tenderer's quality assurance system and a general description of how it is applied in practice, as well as a detailed table of contents.
Instead of an account, a certificate will be accepted for the company's quality assurance system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001.
Qualification requirement: Tenderers shall have experience from equivalent assignments. Equivalent assignments mean an ongoing contract for service and maintenance of a large number of properties.
Documentation requirement: List of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipient. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
