Cracks and loose stones have been discovered in many of VAV's older tunnels and geologists have assessed that there is a need to secure the areas in question.
The overall need for VAV is operationally secure tunnels. There is a need for the securing measures described in the geology reports prepared for VAV.
The work must be carried out so that the areas in question have an acceptable safety standard suitable for VAV's operation of the installations. This need is acute for several of the tunnels and it is necessary that the work in securing them is maintained with a new framework agreement for VAV.

The framework agreement will be valid for 4 years from the date both parties have signed it. The contracting authority can give 3 months notice on the contract, equivalently, the tenderer can, with a justifiable reason, give 6 months notice on the contract. Written notice shall be given.VAV estimates that the consumption will be approx. 30 000 000 NOK per annum. If the consumption under the framework agreement is greater than expected, the contracting authority reserves the right to give notice on the contract if the upper cost limit has been reached.

Requirement: The tenderer shall be a legally established company.

Documentation requirement:

— Norwegian companies: Company Registration Certificate;

— Foreign companies: Proof that the company is registered in a trade register or company register as prescribed in the law in the country where the service provider is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient financial capacity to carry out the assignment/contract.

Documentation requirement:

— The company's last 3 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is of relevance for the company's accounting figures. And

A credit assessment/rating, not older than 3 months, which is based on the most recent financial figures.

Teknisk og faglig kapasitet:

Requirement:

Tenderers shall have experience from projects of a corresponding nature and complexity.

A corresponding nature means securing/renovating tunnels that are in particularly bad condition.

Tenderers shall have experience from at least two projects of the above mentioned extent.

Documentation requirement:

An overview of work carried out during the last 5 years, together with testimonials of satisfactory execution of the most important work. The testimonials should state the value, time frame and place the work was carried out and indicate whether the work was professionally executed and properly completed.

The authority in question shall, if necessary, send the testimonials directly to the contracting authority.

Good competence and good capacity are required in accordance with the requirement specifications.

An overview/description shall be given of the tenderer's technical personnel or technical entities that the tenderer has at their disposal to fulfil the contract. An organisation chart can be included in this description.

Information/CVs on the education and professional qualifications of the tenderer, the company's administrative management and particularly for the person or persons who will be responsible for fulfilling the framework agreement.

An account of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years.

Tenderers must have a good and well-functioning HSE and quality assurance system adapted to suit the content of the contract.

Certificate for the company's quality system/management system issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent.

The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.

Tenderers must have a well-functioning quality assurance system / quality management system.

An account of the tenderer's environmental control/environmental management system. If a tenderer is certified, it is sufficient to enclose copies of certificates issued by the independent body. Reference is made here to EMAS (the joint scheme for environmental management and environmental audits) or equivalent environmental management standards based on relevant European or international standards.

The contracting authority will also accept other documentation of equivalent environmental management measures from tenderers.
