Framework agreement for project administrative assistance for demolition and environment work for phasing out of properties, buildings and sites

The Norwegian Defence Estates Agency c/o Skifte eiendom, shall dispose of property that the Norwegian Defence does not need. The responsibility includes environmental clearance, demolition/securing buildings and sites, as well as facilitating for civil use so that the property can be returned to the landowner or disposed of.
The work assignments can be
— engineering design services for simple demolition work of one or several free-standing buildings
— engineering design services for the demolition of several buildings in active military camps
— engineering design services for the demolition of several buildings in several different locations
— engineering design services for securing work
— engineering design services for simple environmental clearance assignments
— engineering design services for large and complex environmental clearance assignments
— engineering design services for both demolition/securing and environmental clearance assignments
A considerable part of the assignment portfolio will be environmental clearance on shooting ranges.
In addition to the main portfolio of EBA from the Norwegian Defence, the chosen tenderer must be available for other public customers that Skifte eiendom has a contract with.
The Norwegian Defence Estates Agency envisages a parallel framework agreement with three tenderers.
The estimated turnover over 4 years is between 20 000 000 NOK and 30 000 000 NOK, excluding VAT. Emphasis is put on the fact that this is a rough estimate and the volume can be significantly changed.
The Norwegian Defence Estates Agency has other framework agreements for mapping ground pollution, mapping hazardous waste in buildings and construction management. This will not, therefore, be included in the framework agreement.
The consultants must fulfil at least 1 of the following requirements:
— Education at Masters level and at least 3 years experience with engineering design services.
— At least 10 years engineering design experience.
The tender documentation will not permit sub-tenders.

Tenderers shall be a legally registered company. Documentation requirement: Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tenderers shall have their tax and duty payments in order. Documentation requirement: ‘Tax and VAT certificate’ (RF-1316). The certificate can be ordered via www.altinn.no The certificate must not be more than 6 months from the tender deadline (only for Norwegian tenderers).

Økonomisk og finansiell stilling:
Tenderers shall have solid finances. Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The rating shall be carried out by an independent actor that has a licence for this. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract. Also: The last three financial statements, or extracts thereof, containing key figures.

Teknisk og faglig kapasitet:
The tenderer (as a company) shall have good competence with carrying out the work included in this contract Documentation requirement: List of relevant contracts in the last five years, with a description of the contracts and their sizes. The list ought, as a minimum, to include 3 reference customers of an equivalent size (number of employees) as the Norwegian Defence Estates Agency.

Good professional qualities. Documentation requirement: Either: Central certification in minimum development class 2 for the following functions: — Responsible applicant (for all types of measures) — Engineering designers (environmental clearance), or: Confirmation that a declaration can be sent to the municipality, in which the company confirms that they will take on the legal and official legal responsibility for the work that will be carried out of an equivalent complexity as that included in the above mentioned central certifications. In such case, documentation that the requirements are fulfilled must be presented, e.g. by presenting CVs.
