Statens Vegvesen Region vest [The Norwegian Public Roads Administration, Region West]

The Contracting Authority wants tenders offers on management and consultancy services for technology qualifying of various bridge concepts for crossing of the fjords that are included in the project Ferry Free E39.
The relevant bridge concepts involve new technological solutions as well as ‘known’ technology from offshore constructions being used in new ways in combination with ‘traditional’ bridge elements. The concepts include the main types of floating bridges, multi-span suspension bridges on flowing foundations (TLP), and tunnel bridges.
The Norwegian Public Roads Administration needs to join with competence for management and consultancy related to technology qualifications with additional expertise in construction techniques, hydrodynamics, marine floating constructions and marine operations.
The contracting authority has a need to:
— Prepare and adapt framework for technology qualification in connection with Ferry Free E39;
— Facilitate technology qualification of different concepts on various fjord crossing;
— Consulting in connection with technology qualification of different concepts on various fjord crossings.

The Contracting Authority expects an option on expansion of the contract with 3 000 hours if the Contracting Authority sees the advantage of further assistance. This estimate of hours is non binding, but can stretch over a further 3 years.

Qualification Requirement:
During the last 5 years, the tenderer should have carried out assignments of equivalent character and complexity for constructions in Norwegian waters. The assignments must as a minimum have comprised the following areas:
— Management of technology qualification of relevant constructions.
— Execution of technology qualification of relevant larger combined structures and systems.
— Construction Technique. The structures must be relevant in regard to the constructions that are included in this assignment (cfr. Annex 2).
— Hydro dynamics, relevant issues and analyses
— Floating marine constructions, marine operations, relevant complexity.
Documentation requirement:
List of executed assignments, with information about:
— The assignment's content, and relevance to this assignment;
o Preparation of framework agreement;
o Execution of technology qualifying;
o Type of construction;
— Specialist areas that were included (construction technique, hydro dynamics, marine operations, etc.);
— The business's role (management and/or assistance with execution).
