Framework agreement for observer services and security services

Partial tenders:

Tenders can be submitted for one or both of the requested areas — observer services and security services.

Observer services:

Norsk Tipping would like to enter into a framework agreement with one tenderer for observer services. The observers shall be an independent third party who observe and record that physical lottery draws are carried out in accordance with the routines and who verify the results.

The work includes:

— Observers during Viking Lotto draws

— Observers during Lotto draws

— Observe that the preparations and execution of the draws are in accordance with the current routines

— Sign the draw protocol stating that the drawn results for Viking Lotto and Lotto are in accordance with what was drawn at the draw in question — future number games.

— Carry out quality reporting after the draw that shows the status/deviations from the executed draw.

— Participation in necessary training at Norsk Tipping for changes in drawing routines.

— Participate in periodical status meetings as needed.

Security services:

Norsk Tipping sometimes has a need for assistance within security services. Norsk Tipping would therefore like to enter into a framework agreement with a tenderer who can assist with expertise in the following areas:

— Security audits (not certification) c.f. ISO27001, WLA SCS and other relevant security standards.

— Expertise related to security, anti-corruption, irregularities, white-washing and personal protection

— Personal protection reviews

— Vulnerability analyses

— Penetration tests

— Red Team testing

— Organisational security / Social engineering testing

— Security audits, conversations with commission agents etc.

— ‘intimate analyses’ own employees

— ‘irregularity audits’ within wages, accounts and supplier

— Threat and vulnerability assessment own employees

— Quality reviews of internal processes

— Training and courses within all the mentioned areas

— ‘mystery shopping’ for commission agents etc.

Norsk Tipping reserves the right to use this contract for other assignments that naturally come under security services.
