Framework agreement for medicines, pharmacy specific products and medicines packed in doses

Tromsø, Balsfjord and Karlsøy municipalities shall enter into framework agreements for medicines, pharmacy specific products and medicines packed in doses.
The framework agreements is for the municipalities' units within health and welfare, as well as the doctor surgeries in Karlsøy and Balsfjord municipalities. The framework agreement will be signed for a 2-year period with an option for an extension for 1 year at a time for a further 2 years. The municipalities have a unilateral right to take up the option for an extension.
The municipalities are to be seen as three contracting authorities, but with several delivery and invoice addresses, which will form the basis for the tenderer's invoices, deliveries and statistics.
The municipalities' aim of the competition for medicines is primarily to cover the nursing and welfare services, the prison health services and the emergency doctor surgeries' needs for medicines connected to the municipalities' institution places, as well as the needs that the municipal health service otherwise has for medicines. Electronic medicine dispensers/cabinets could also be filled, the municipalities are currently assessing whether these shall be obtained for some places.
Generally the delivery is required to be implemented in accordance with the at any given time valid laws, regulations and other administration requirements, and, as a minimum, be implemented in accordance with the requirements for expertise, precision and professional competence that is usual in the sector. Breaches of this can lead to the municipalities giving notice on the contract with immediate effect.
It is a prerequisite that tenderers can guarantee security of supplies of medicines in a crisis.
